THIS SOLICITATION IS BEING ISSUED ON AN ``UNRESTRICTED'' BASIS INVITING FULL AND OPEN COMPETITION. This project consists of repairs to an occupied jet aircraft hangar. Work includes structural concrete, and steel repair; architectural, mechanical, and electrical work; asbestos and lead paint removal; and incidental related work. Estimated cost range for this project is between $1MIL and $5MIL. Contract performance period for completion of this work is 300 calendar days. This solicitation may include a pre-priced option to perform similar work (Phase II) with an estimated cost range between $1MIL and $5MIL subject to availability of funds. Offerors must submit both a technical proposal and price proposal. Contract award will be based on the most advantageous proposal (Best Value) to the Government, price and other non-price related criteria, as follows: (1) experience and past performance, (2) project organization, (3) resources, and (4) schedule. Closing date for receipt of proposals will be on or before 30 May 1996. A pre-proposal conference will be offered.
