U.S. Army has a requirement for approximately 450 explosive reactive
armor tiles for use in qualification testing. The tiles will utilize a
new flexible sheet explosive, originally formulated at the Army
Research Laboratory and designated as AX-1, which was developed and
optimized by Ensign-Bickford Co. under the current contract,
DAAE30-95-C-0085. Any potential offeror must possess and document
extensive expertise in the manufacture of flexible sheet explosive, and
possess a SECRET facility clearance suitable for manufacture of armor
tiles containing AX-1 explosive. This requirement is for a component of
a critical item on the Industrial Preparedness Planning List; only U.S.
or Canadian sources will be considered. Subject to J&A approval and
availability of funds, a proposal will be requested on a sole-source
basis from Ensign-Bickford Co, 660 Hopmeadow St, Simsbury, CT
06070-0427, under the authority of FAR 6.302-1(a)(2)(iii) in order to
avoid duplication costs which are not expected to be recovered through
competition and to avoid unacceptable schedule delays. Potential
