Naval Air Systems Command intends to issue a cost plus fixed fee
delivery order under Basic Ordering Agreement (BOA) N00019-94-G-0291
with McDonnell Douglas Aerospace for an engineering study to define the
aircraft interfaces, to evaluate available technology, to define the
Safety of Flight requirements and to evaluate the aircraft interface
documentation for integration of an Advanced Targeting Forward Looking
Infrared (TFLIR) into the F/A-18 weapon system. As sole designer,
developer, manufacturer and supplier of the F/A-18 aircraft, MDA is the
only firm which possesses the requisite knowledge of the aircraft's
design and operation in order to provide support for this engineering
study. Additionally, only MDA has the F/A-18 peculiar engineering data
and expertise, facilities and test equipment to provide the
Government's minimum needs in a timely manner. See note No. 22 - NAVAIR
