263-96-Q-0233 POC Christine Albin, Purchasing Agent, (301) 402-3355.
The National Institutes of Health, NIH, intends to procure on a firm
fixed price, sole source basis in accordance with FAR 6.302-1 as
authorized by 41 U.S.C.253(c)(1) a LC-EC Workstation from Rainin
Instrument Co., P.O. Box 4026 Mack Road, Woburn, MA 01888. This
workstation shall be a system capable of electrochemical detection with
the following imperative characteristics: (1) Ability to operate in DC,
PULSE, and SCAN modes providing a capability for detection of analytes
that may not be detectable by the ''typical'' DC mode. (2) Workstation
integrated components combining oven and Faraday-shielded compartment,
to accommodate flowcell, column, pulse damper, and injector. (3)
Recorder output of 12 bits or better, and analog integrator output. (4)
Programming ability to modify the integrator output (time programmable
integrator output) during the processing of a sample. (5) Very wide
dynamic range for the detector of 10 picoamps to 5 microamps or better,
with a resultant ability to change sensitivity by a factor of 500,000
within a single run. (6) Configuration of flowcell to incorporate
wall-jet design for very favorable signal to noise ratios. (7) Flowcell
minimum volume of 10 nanoliters, +,- 1 nanoliter. (8) Character display
for unified single screen status information. (9) Operable by computer
control, via an RS-232 serial interface. (10) May act as a control
station to operate other units. (11) Power input of 110-120/220-240
volts AC, 50/60 hertz. It is the Governments belief that these
requirements can only be met by the Rainin Instrument Co. Inc. (Antec
Analytical Technology). This is not a formal solicitation, however,
concerns that respond to this notice shall furnish concise responses
directed specifically to the requirements mentioned above. Sources
demonstrating the capability to accomplish the above shall supply
pertinent information in sufficient detail to demonstrate their ability
to perform. Information furnished shall include enough material to
