This project has been set aside for firms under the 8(a) program.
Competition for this procurement is limited to 8(a) firms which have
the SIC code 8711 among their approved SIC codes. This is an 8(a)
competitive National Buy. Award to the apparent successful offerors
will be made only after the SBA verifies the eligibility of the
successful offerors. Up to two indefinite delivery, indefinite
quantity, firm- fixed price service contracts for Engineering and
Environmental Investigative Services (EEIS) may be awarded. The work
will entail conducting non-intrusive investigation of hazardous waste
sites located within the State of California. Services may include
preliminary assessment surveys, environmental assessments, risk
assessments, graphical and geographic information systems (GIS),
asbestos and lead- based paint investigations, air quality (Title V)
inventories, community relations plans, Installation Restoration
Advisory Board Workshops, general database management, and
administrative recordkeeping. Task orders for specific projects will be
issued under the basic contract. The acquisition method is negotiated
procurement. This acquisition is a competitive negotiation. Award
selection will be made using source selection procedures. A technical
and price/cost proposal will be required. Evaluation by the Government
will result in the selection of up to two firms that represent the
best value to the Government. The performance period is one year from
the date of award with two one-year options which may be exercised at
the discretion of the Government. The awarded contract will be not to
exceed $2,000,000/year (total of $6,000,000). The minimum guaranteed
amounts for the first year and the option years will be $40,000 and
$20,000 respectively. The Requests for Proposals will be available
approximately April 30, 1996. Requests for solicitation MUST reach this
office by April 22, 1996 to ensure receipt. Requests for solicitation

Sacramento, California, 95814-2922. Do not address to the contract
specialist for this will delay your order. There is no charge for the
solicitation, however, the number of copies available may be limited.
Firms are requested to provide their name, street and mailing address,
telephone number and FAX number and the solictation number of the
project when requesting a copy of the solicitation. All responsible
8(a) sources may submit a proposal which will be considered by the
