modification of the synopsis published in the Commerce Business Daily
on 13 Mar 96. Firms who have already submitted SF 254 and SF 255 need
not resubmit SF 254 and SF 255. This modification is to change the
Standard Industrial Classification Code from 8712 to 8711, to delete
the sentence which read ``Open-end AE contracts may be competed based
on price between the top five AE firms'', and to deleted the works
``based on price'' in the sentence ``Delivery orders will be competed
based on price between two or more AE firms''. All other items remain
unchanged. Standard Industrial Classification Code 8711,
Architect-Engineer (AE) services are required for design of
miscellaneous construction projects and supporting services at
Vandenburg AFB, California. Open-end AE contracts will be issued for a
one year period (basic year) with an additional one year period
(option year) if the Government chooses to extend the contract.
Individual delivery order fees issued under this contract will not
exceed $250,000.00, with the exception of the initial delivery order
which may exceed this limitation. The total fees for the basic year
will not exceed $500,000.00. The total fees for the basic and option
years combined will not exceed $1,000,000.00. A minimum of $10,000.00
in fees will be issued under the contract. Delivery orders will be
issued as needed throughout the contract period. Delivery orders may be
competed between two or more AE firms. Design services are required for
the renovation, repair and maintenance of residential, commercial, and
industrial facilities. Design services include the preparation of
drawings in AutoCAD and specifications in CSI format. Investigative
services, studies, reports, design analysis, surveys, and cost
estimates may also be included. The primary discipline for this AE
selection is Fire Protection Engineering. However, other design
services that may be needed are any combination of architectural,
structural, civil, mechanical, electrical, sanitary, fire protection,
landscape architectural, and cathodic protection. Non-design services
that may be needed are construction management, asbestos and lead
testing, and environmental. The primary discipline must be accomplished
by the AE firm, but other disciplines maybe accomplished by qualified
consultants. Submit credentials for key personnel and consultants to
accomplish services in all areas listed. All contract drawings must be
stamped by a professionally licensed architect or engineer in the
state where the contract documents are prepared. Significant evaluation
factors include: 1. Specialized experience in the discipline of Fire
Protection Engineering, including: Complete Familiarity and Compliance
with NFPA 13 and NFPA 72, Wet Pipe Sprinkler Systems, and Fire
Detection Systems (Radionics Hardware, Accessories, and Wiring
Systems). 2. Quality of similar work for the Department of Defense and
other clients. 3. Qualifications and experience of key personnel and
consultants. 4. Capacity to accomplish work in the required timeframe.
5. Proximity of key personnel and consultants to Vandenberg AFB. 6.
Volume of work previously awarded by the Department of Defense. 7.
Other factors such as proven cost control, quality control procedures,
or others which may be beneficial to the Government. Firms desiring
consideration shall submit SF 254 and SF 255 by 3 May 96. One contract
is expected to be awarded under this AE selection. This is not a
