220-7424 Provide professional architect/engineering services for roof
design consultation and on site inspection services involving roofing
projects supporting FD&CC (PAC) project activities for U.S. Coast
Guard facilities in WA, CA, OR, AK and some eastcoast sites. SIC Code:
8711. Proposed procurement will result in an Indefinite Delivery
Contract to be in effect for one year with a one year option to extend
services. Contract has a maximum potential of $150,000 annually.
Individual deliveryorders will be issued on an as required basis using
rates established in the basic contract. Estimated contract award date
is October 1996. Major services include, but are not limited to review
of (1) plans and specifications to verify conformancewith applicable
standards; (2) structural analysis; (3) evaluation of drainage and
flashing; (4) adequacy of insulation; (5) moisture control; (6)
material performance, availability and conformance to industry
standards; (7) the predicted performance ofthe roof system; (8)
specified construction procedures; (9) field inspection requirements;
(10) structural analysis of the method of roof connection to building
components. In addition, prepare plans and specifications for roofing
systems, reviewroofing submittals and shop drawings for on-going
construction projects, and provide thorough site inspection of on-going
and completed roof construction. The evaluation criteria in descending
order of importance are (1) Professional qualifications ofthe firms
staff and consultants to be assigned to the project necessary for
satisfactory performance of the required services (2) Specialized
experience of the firm in related work (3) Past record of related
performance with Government and privateclients (4) Capacity and
capability to finish the work on schedule (5) Firms organization and
management (6) Experience and capability to design and inspect roof
systems in HI, AK and other western states (7) Minority/women ownership
and employment.Firms desiring consideration must submit a SF 254 and a
SF 255, and any consultants' SF 254s including an organizational chart
of key personnel to be assigned to this project. The submittal must be
received at the address shown above by 4 P.M. 30 days(the first day
following a weekend or holiday) after publication of this notice.
