MARINE SAFETY OFFICE VALDEZ, ALASKA: Provide all materials, equipment,
transportation, incidentals, as-builts and perform labor to remove two
3500 gallon diesel underground storage tanks and associated piping.
Contractor shall empty, inert, clean, demolish and discard tanks/piping
in accordance with all applicable environmental regulations. Perform
site assessment as stipulated in 18 AAC. Backfill, compact and
resurface (asphalt) the excavation area. Install a new 4,000 gallon
above ground diesel storage tank at a new location providing new supply
piping and hook-ups to existing daytank and boiler. New above ground
tank will be protected by a prefabriated metal shelter to be procured
and constructed by the contractor. At another location, install a
concrete slab over an existing under ground storage tank. OPTION ITEM:
Based on field screening and lab results of site assessment, work
could also include segregating, containerizing and disposal of up to 10
c.y. of contaminated soil. MSO VALDEZ VESSEL TRAFFIC CENTER (VTC):
Provide all materials, equipment, incidentals, transportation and
perform labor to install provisions for two power receptacles and
manual transfer switches to permit connection of government furnished
portable generators into receptacles for the VTC and its associated
galley, including testing (this is to be completed and tested before
other work to ensure standby power while completing the following
work): Test, clean and reinsulate the existing engine generator rewind
shop. Replace on-site all engine vibration dampers, hoses, residential
muffler and exhaust driven air turbocharger). Replace all controls,
transfer switches and control wiring to make this system near new. MSO
VALDEZ SPIT SITE RADAR AND COMMUNICATIONS FACILITY: Provide all
materials, equipment, incidentals, transportation and perform all work
to provide temporary power for the Electronics Building by utilizing
the commercial power transformer and the government furnished engine
generator. Construct new 640 s.f. frame building and remove existing
power hut and rebuild existing equipment for reinstallation in new
building power room in accordance with work listed below. MSO VALDEZ
SPIT SITE ENGINE GENERATOR REHAB: Provide all materials, equipment,
incidentals, transportation and perform labor to test, clean and
reinsulate the existing engine generator in a generator rewind shop.
Replace on-site all engine sensors and service items (oil, filters,
pumps, injectors, belts, vibration dampers, hoses, residential muffler
and exhaust driven air turbocharger). Replace all controls, transfer
switches and control wiring to make this system near new. Contractor
shall store the equipment until installation in the new building and
removal of the temporary power service connection. The estimated cost
range is between $250,000 and $500,000. The time for completion is 120
calendar days after award of a contract. This procurement is issued
pursuant to the Small Business Competitive Demonstration Program,
Public Law 100-656, as implemented by the OFPP Policy Directive and
Test Plan dated 8/31/89. The work required by this solicitation is
identified as Industry Standard #1731, and the applicable size standard
is $7.0 million dollars in annual receipts for the past three years.
All responsible sources may submit a bid which shall be considered by
the U. S. Coast Guard. Requests for bid documents must be submitted and
received by this office no later than 23 April 1996. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSBDU), has a program to assist minority women-owned and
disadvantaged busness enterprises to acquire short term working capital
and bonding assistance for transportation related contracts. This is
applicable to any eligible prime or subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1.0 million per contract. The DOT provides an
80% guarantee of the bid bond amount to a surety against losses. Loans
are available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provie account receivable. The maximum line of
