Armstrong Laboratory is interested in receiving proposals for the
research effort described below. This solicitation and resulting award
shall be made in accordance with the Research and Development
Streamlined Contracting Procedures-Test, described in DFARS 235.70.
THIS IS THE SOLICITATION; there WILL BE NO FORMAL Request for Proposal
(RFP) or Request for Quotation (RFQ). This solicitation consists of
this synopsis, subsequent sources sought synopsis, notice of contract
action, and a supplemental package which was released concurrently with
publication of this solicitation. The following items are included in
the supplemental package: (1) Statement of Work, (2) DD Form 1423,
Contract Data Requirements List, (3) A list of questions and answers
from the presolicitation conference held on 8 February 1996, (4)
Background on AIDA and (5) a copy of DFARS 235-70 will be released
separately, (5) Listing of contemplated GFE, (6) High-level Functional
Specification for Current XAIDA, (7) List of Interested Sources (9
pages). Instructions for obtaining this supplemental package. The
Advanced Instructional Design Associate (AIDA), previously synopsized
as the (Advanced Instructional Design Advisor (AIDA) acquisition is a
100% Small Business Set-Aside. The SIC code for this acquisition is
8731; 500 employees is the small business size standard. Offerors who
did not respond to Sources Sought Synopsis published 20 Sep 95, or
Notice of Contract Action synopsis, published 24 Jan 96, should provide
a written request in order to receive the supplemental package and any
subsequent amendements. All mandatory terms, clauses and provisions,
at DFARS 235.7006, Research and Development Streamlined Contracting
Format, and the following optional items, are included in this
solicitation and incorporated by reference: B.3, B.6, C.2, E.1, F.1,

I.165, and J.1, J.2, L.14, M.2. This solicitation includes clauses and
provisions from FAR 1990 edition updated through FAC 90-37 and DFARS
1991 edition updated through DAC 91-11. The standard evaluation factors
found in Section M of DFARS 235.7006 apply. A single award, Cost Plus
Fixed Fee (Completion), or Cost Reimbursement type contract is
comtemplated. Please review DFARS 235.70 carefully to ensure full
understanding of the streamlined contracting procedures. Offerors
should propose based upon the following Contract Line Item Number
(CLIN) structure: CLIN 0001-Research and Data Phase 1 (Cost Plus Fixed
Fee), CLIN 0003-Research and Data Phase III (Cost Plus Fixed Fee
Completion), CLIN 0004-Research and Data Phase IV (Cost plus Fixed Fee
Completion), CLIN 0005-Software, Not Separately Priced; the cost for
software will be included in Contract Line Item Number 0001-0004 above.
The estimated period of perfomance is contract award through 54 months
broken down by phases as follows: Phase I -15 months: Phase II -15
months; Phase III -12 months; and Phase IV -12 months. The amount of
effort required is estimated at a total of 21.5 professional manyears.
Proposals are due as follows: (a) One original plus electronic media:
in Word 6.0 for Windows or compatible format on 3.5'' high
density/double sided diskette of the technical volume, and one original
plus two copies of the cost volume is due no later than 3:00 PM EDST,
