Harris, Contract Specialist, Code 3230.PH, (202) 767-6457 Helen Paul,
Contracting Officer, Code 3230.HB, (202) 767-6457. The Naval Research
Laboratory intends to negotiate on an other than full and open
competive basis with the University of Kansas for metrology using fiber
Bragg-grating strain sensors for displacement and vibration
measurements, real-time system identification algorithm development for
health monitoring and adaptive control, and adaptive optimum tuning
control using reaction mass actuators. The NRL truss will serve as a
ground test structure to validate the technologies developed in this
research. The University of Kansas technique of fiber optic strain
sensing is in a more technologically mature state than competing
technologies such as precision space qualifiable optical metrology
systems and is the only known contractor capable of satisfying the
government's requirement. The anticipated award date is 46 days from
date of this synopsis. See Note 22. (0095) Loren Data Corp. http://www.ld.com (SYN# 0008 19960405\A-0008.SOL)
