The Naval Research Laboratory intends to negotiate on an other than full and open competive basis with the University of Kansas for metrology using fiber Bragg-grating strain sensors for displacement and vibration measurements, real-time system identification algorithm development for health monitoring and adaptive control, and adaptive optimum tuning control using reaction mass actuators. The NRL truss will serve as a ground test structure to validate the technologies developed in this research. The University of Kansas technique of fiber optic strain sensing is in a more technologically mature state than competing technologies such as precision space qualifiable optical metrology systems and is the only known contractor capable of satisfying the government's requirement.
