The United States Military, under the direction of the United States
Army Medical Research and Materiel Command (USAMRMC), is actively
involved in research that focuses on medical countermeasures to
chemical warfare poisoning. Medical chemical defense research, using
research quantities of dilute or neat chemical warfare agent is
performed at military research facilities and at extramural sites such
as universities throughout the United States. (Typically, other
names/acronyms for dilute chemical warfare agent are research dilute
solutions or RDS and exempt chemical surety materiel or XCSM. Neat
chemical warfare agent is CWA or CSM.) The USAMRMC is interested in
augmenting its extramural CWA safety inspection capability with
qualified personnel through a requirements contract. On an as needed
basis, the inspector would visit research facilities in the continental
United States and conduct the following categories of inspections: (a)
an assessment of a potential research contract facility for
configuration and equipment requirements to use research quantities of
dilute surety materiel, (b) a compliance inspection prior to the
initial shipment of any dilute surety materiel to the research site,
(c) annual compliance inspections during the terms of the contract, and
(d) a close- out inspection at the end of the contract. Inspection
standards are typically found in contract clauses for dilute or neat
CWA and the Facility Safety and Security Plan for the contract.
Qualified candidates should have a Bachelor of Art or Science degree in
the physical sciences, and/or safety management, and/or biological
sciences. Candidates who also have at least two years experience
working as a safety inspector in a research and development laboratory,
and/or three years of experience in safety, with at least one year in
safety management, and or a working knowledge of Army chemical surety
materiel guidelines, and/or credentials as a Certified Safety
Professional are encouraged to respond to this solicitation. SIC code
for this requirement is 8999 and $3.5 million. The Government
contemplates a Firm Fixed-Price Contract with a base period and four
one year options. Limited quantities of solicitation are available.
