212/668-6270. Provide all labor, material and equipment necessary to
perform routine dockside repairs to the USCGC White Pine (WLM-547). The
major items which may be performed include but are not limited to the
following: 1. welding repairs, 2. inspect, overhaul and test buoy
handling equipment, 3. clean and inspect sewage and grey water
collection and holding tank, 4. renew A/C condensate drains, 5. renew
upper freeboard half round combing and 6. test pad eyes and links.
Vessel repairs will take place at its homepier in Mobile, AL. and
availability is scheduled to begin 08 July 1996 for 28 days. Vessel
length is 133'. There will be a non-refundable charge required in the
form of a certified check or money order made payable to the U.S. Coast
Guard in the amount of $100.00 for requested U.S. Coast Guard
specification reference drawings. The proposed contract listed here is
part of the Small Business Competitiveness Demonstration Program and
is open to both large and small businesses. Plans and specifications
will be issued on or after 22 April 1996. All responsible sources may
submit a bid which shall be considered by the United States Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receiving financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
