Contract Specialist, HAM-40F, (202) 366-0337. The proposed procurement
listed herein is a 100 PERCENT SMALL BUSINESS SET-ASIDE. Technical
support is required for the FHWA Office of Motor Carrier (OMC) National
Training Center (NTC). One of the responsibilities of OMC is to ensure
compliance with the Federal Motor Carrier Safety Regulations and
Hazardous Materials Transportation Regulations. The safety
investigators, state inspectors and other field personnel conduct
driver/vehicle inspections to ensure compliance. Given an ever-changing
motor carrier environment and program, the inspection personnel require
ongoing training to perform their inspections uniformly and at a high
level of quality. The NTC is responsible for developing and
implementing the motor carrier training program for OMC and for
participating State and local government agencies. The NTC is
specifically responsible for developing, implementing and evaluating
training courses in commercial driver/vehicle safety, and program
management and support. To meet its goals, the NTC requires Contractor
support to: 1) implement and analyze the effectiveness of a distance
learning program appropriate to the needs of both federal and state
motor carier safety personnel, 2) enhance the training provided in the
context of the International Inspectors' competition, 3) support NTC
and OMC in efforts to enhance motor carrier safety training directed
towards North American Free Trade Agrement (NAFTA) partners, Canada and
Mexico, 4) develop a process by which the Motor Carrier Safety
Assistance Program (MCSAP) grantees and other Commercial Vehicle Safety
Alliance member agencies can evaluate and improve their state training
progams, 5) support the NTC with the design, development and
implementation of various training courses and program improvement
projects, and, 6) provide other services as required by OMC. All
requests for this solicitation must be in writing. Furnish two
