Ginnie Mae, a wholly-owned Government corporation, provides a secondary market for government insured/guaranteed loans through its Mortgage-Backed Securities programs. Ginnie Mae is soliciting for follow-on contracts for performing the pool processing, pool certification/recertification, securities authentication, central register, central paying, factor collection/dissemination, tax reporting, Real Estate Mortgage Investment Conduit (REMIC) and Ginnie Mae Platinum functions. The expiring contract will be divided into two contracts. RFP GNMA-96-PA-02 will include the pool processing, pool certification and recertification functions, and the commitment and transfer of mortgage servicing rights functions. RFP GNMA-96-PA-03 will include the securities authentication, central register, central paying, factor collection/dissemination, tax reporting, REMIC and Ginnie Mae Platinum functions. Offerors may submit proposals for one or both solicitations. GNMA-96-PA-02 will be issued on or about May 14. Proposals will be due 45 days after issuance of the solicitation. Proposals for this requirement may be submitted by all qualified firms without respect to size. This procurement is not set aside for small businesses. To qualify as a small business for Ginnie Mae's information only, the size standard for this solicitation is average annual receipts for the preceding three fiscal years not to exceed 3.5 million dollars.
