R -- DEPARTMENT OF THE INTERIOR DAM SAFETY PROGRAM REVIEW SOL 96-W866000-00020-dlm DUE 052296 POC Contract Specialist, DIANA MULLIGAN, 303-236-8040, X240 Concerns having the ability to furnish the following services are requested to give written notification, including a telephone number for a Point of Contact (POC), to the acquisition office listed in this notice within 45 calendar days from the date of synopsis. The Bureau of Reclamation has a requirement for the services of an entity experienced in the performance of peer reviews of dam safety programs nationwide, to oversee and facilitate the review of the Dam Safety Program within the Department of the Interior. The performance period for this program review shall be from the date of contract award through the end of the current fiscal year. Minimum Qualifications 1. The firm must have a documented and widely accepted confidential Peer Review process for dam safety agencies or have demonstrated experience in using a documented and widely accepted peer review process for dam safety agencies. 2. The firm must have performed a minimum of ten peer reviews of existing state and federal dam safety agencies using the peer review process described above within the last five years. 3. The firm must have a minimum of five years involvement and experience in both the formulation and review of State and Federal Dam Safety programs nationwide. 4. The firm must have a minimum of five years demonstrated broad experience in the program formulation and management of dam safety programs which are both regulatory and self regulated in nature. 5. The firm must be capable of obtaining the services of qualified professionals with demonstrated experience in the Dam Safety field to perform the required program review. 6. The firm must be able to readily obtain liability insurance for the proposed work. Based on information available at this time, and in accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1, the Government considers the service specified only to be available from the Association of State Dam Safety Officials, Inc (ASDSO), a non-profit organization chartered by state dam safety program officials, located at 450 Old East Vine, Lexington KY 40507, and proposes to negotiate a contract with that firm on a sole source basis. However, should additional sources be identified, they will be considerd. Firms that feel that they can furnish the required services (based upon the criteria specified herein) are invited to submit IN WRITING an affirmative response to this announcement. An affirmative response would include detailed data demonstrating that they have met the minimums stated above relating to their experience and capabilities in the areas of Peer Review, Dam Safety Programs both nation-wide and on State levels, their experience in program formulation and management of dam safety programs which are both regulatory and self regulated in nature, their ability to readily obtain liability insurance for the proposed study, and other significant or relevant qualifications for the proposed work. This information will be evaluated and used to determine if competitive opportunitites exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered nonresponsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. A firm is considered to be a small business and eligible for award under this solicitation if its average annual receipts, including any affiliates, for the preceding three years equates to $5.0 million or less.
