V -- STUDENT LODGING AND TRANSPORTATION SOL 52WCNW706001AP DUE 061096 POC Ann Piette, Contract Specialist (816) 426-6823 extension 229 The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service (NWS), plans to issue a solicitation for lodging and transportation for NWS students attending the NWS Training Center, 601 Hardesty Street, Kansas City, Missouri. The Government contemplates award of a requirements type contract for a twelve-month base period from 10/01/96 through 9/30/97, and four additional six-month option periods (if exercised) of lodging and transportation services. Individual delivery orders will be placed against the contract. Single rooms in a quantity from a minimum of one man-day to a base year estimate of 17,000 man-days are required. The four option six-month periods are each estimated from a minimum of one man-day to 8,500 man-days. Transportation includes daily round trips for students to the Training Center and return to the motel/hotel. The motel/hotel must have an adequate number of rooms to house all students in one location and provide a commons room (social/study) specifically for the students. Area of consideration is for motels/hotels located not more than 40 minutes drive time (one-way) or 20 road miles (one-way) from the Training Center. Technical is significantly more important than cost. There are five major Evaluation Factors of equal importance; 1) Physical appearance, cleanliness, decor of premises, uniformity of rooms, 2) Recreational facilities, public spaces, meeting and commons room, 3) Restaurant(s) and Kitchen(s), 4) Location of facility with respect to safety of students and their property, ease of access to transit systems and major highways to and from Kansas City International Airport, and major shopping areas/centers open during normal off-duty hours, and 5) Past Performance.
