to Contract for solicitation F29601-96-R-0001. The program has been
renamed to be consistent with the revised designation for Phase I of a
Major Defense Acquisition Program in accordance with DOD 5000.2-R
dated 15 Mar 96. The upcoming acquisition formally entitled ''Airborne
Laser (ABL) Demonstration/Validation (DEM/VAL) Program is now
''Airborne Laser (ABL) Program Definition and Risk Reduction (PDRR)''.
The Space & Missile Center, Theater Missile Directorate (SMC/TM)
located at the Phillips Laboratory, Kirtland Air Force Base, NM
anticipates the procurement of an Airborne Laser Program Definition and
Risk Reduction Program. The objective of this acquisition is to
develop, demonstrate, and validate the use of an airborne High Energy
Laser Weapon System for Boost Phase Theater Missile Defense, with
advance planning for the Engineering and Manufacturing Development
(EMD) and Production effort. The NOCA synopsis for the Concept Design
Contract, 215-93, published in the CBD dated 03 Jun 93, stated ''The
Government anticipates that the contractors participating in the
Concept Design Contracts will be the only responsible sources capable
of successfully competing for the Demonstrator Contract.'' However, any
responsible proposal submitted in reply to the solicitation will be
evaluated. The length of the PDRR is approximately 74 months. A Cost
Plus Award Fee contract is anticipated for the majority of the effort.
The facility clearance required and the level of safeguarding is TOP
SECRET. The contractor will require access to militarily critical
technology data which is controlled under the Export Control Act . Only
contractors listed on the Qualified Contractor's Access List may
receive controlled data. Contact the Defense Logistics Services Center,
Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 to
become registered and certified. Foreign owned/foreign controlled firms
and foreign nationals are precluded from bidding as a prime contractor
for this effort. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. Potential offerors
should use established channels to request information, pose questions,
and voice concerns before contacting the Ombudsman, Col Ledbetter,

been established at the Phillips Laboratory Technical Library. A
clearance of SECRET or higher is required to visit the ABL read
library. A listing of ABL reference documents is maintained in the
Phillips Library's STILAS data base. The data base contains a summary
of pertinent information about each document. Users are encouraged to
review the data base prior to arranging their visits and select needed
documents. Remote access to the ABL STILAS data base and issuance of
a password can be processed when requesting visit authorization.

duration and be limited to visitors with a SECRET security clearance or
higher. Upon receipt, the request will be certified and forwarded to
the librarian. The librarian will contact the requester and coordinate

released 18 Jan 96 and the 2nd DRFP was released 01 Mar 96. The final
RFP release date is anticipated for 01 May 96. If you have already
requested a copy of the draft RFPs issued, you need not request a copy
of the solicitation. However, if you would like a copy of the
classified portion of the RFP, you must request in writing regardless
if a previous request has been submitted. Your letter request can be

classified mailing address should be included in your letter and other
specific information, including a point of contact, a name and phone
number of your security officer or security representative. Verbal
requests for a copy of the solicitation will not be honored. In your
