Officer: Rick Bennett, (713) 483-1872 NASA/JSC plans to issue a Request
for Proposal (RFP) for a cost-reimbursement contract for the
acquisition of level-of-effort and hardware necessary to provide the
Orbiter Space Vision System (OSVS) program with a continuing, dedicated
level of program experience and neccessary resources to assure
development and long-term Orbiter operations support by the OSVS. The
work to be performed shall include program management and engineering
support to be authorized and tracked by completion-type task orders;
and the capability, support, and framework for contracted
completion-form activities for logistics, maintenance, overhaul and
repair. Hardware development and production shall include necessary
resources to design, develop, fabricate, assemble, integrate, test and
deliver hardware to ensure OSVS viability through the life of the
Shuttle program. -- NASA contemplates contracting with the Canadian
Commercial Corporation/Neptec Design Group Limited. Planned period of
performance is June 1, 1996 to May 31, 2001. Comtemplated
level-of-effort is 39,600 hours. See Numbered Note 22. Requests for
copies of the RFP must be submitted to the contracting specialist or
the contracting officer. An ombudsman has been appointed to hear
concerns from offerors and potential offerors during the preaward and
postaward phases of this acquisition. The purpose of the ombudsman is
not to diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the ajudication of formal contract disputes. Interested

at 713-483-0490. Concerns, issues, and disagreements which cannot be
resolved at the installation may be referred to the NASA ombudsman, Tom
Luedtke at 202-358-2090. -- RFP will be released on or about 15 days
after publication in the Commerce Business Daily (CBD) -- Firm date for
receipt of offers will be stated in the RFP -- All responsible sources
may submit an offer which shall be considered by the agency. -- If
