Engine Technology has developed unique, one-of-a-kind prototype
methanol-fueled engines incorporating direct fuel injection and
electronic control under six separate US EPA contracts: 68-C9-0002,
68-C0-0007, 68-C0-0092, 68-C4-0005, 68-C4-0013 and 68-C4-0014. The US
EPA intends to negotiate a follow-on contract with FEV on a sole-source
basis to build upon the ;methanol-fueled engine development
achievements of the predecessor contracts to achieve an
advanced-generation version of the methanol-fueled engine with a wide
speed range which has lower HC and NOx emissions, good durability
potential, and improvements in fuel economy and power. Negotiations
shall be conducted pursuant to the authority of 42 USC 253(c)(1), which
allows for negotiation without full and open competition if there is
only one responsible source. The basis for this determination is that
only FEV Engine Technology could build upon the research that has
already been completed under the original contracts. To date, FEV has
expended over 100,000 hours in developing a 0.9-liter converted
spark-ignited engine, a 1.9-liter converted diesel, a 2.0-liter
converted diesel, and a 6.2-liter converted diesel. It is critical that
the research be a continuation of that previously conducted in order to
ensure comparability of test results. There are no other firms known to
have the knowledge and expertise required to continue the research that
has been accomplished to date. THIS IS NOT A REQUEST FOR PROPOSALS.
Sources wishing to be considered must submit documentation to the
office identified above which establishes that: (1) they have specific
experience in developing the types of prototype engines identified
above; (2) they have the facilities and personnel available to continue
the research; and (3) their developed prototype methanol engines have
demonstrated cold-startability and exhaust emissions within a factor of
two of ILEV levels. Personnel must have direct experience in developing
the types of prototype engines identified above. Documentation should
be submitted within 30 days of publication of this notice. See Note 22.
