Hall, (717)790-6238 Synopsis 96-21. The proposed contract listed here
is unrestricted. Engineering services are required for preparation of
plans, specifications, cost estimates, and other documents for the
operations, maintenance and repair of all heating, ventilation, and air
conditioning (HVAC) systems for a large computer building at the Naval
Inventory Control Point, Mechanicsburg, PA. The system consists of
multiple chillers (4-cooling tower cells, serving over 50 computer room
air conditioning (CRAC) units, several pieces of direct water cooled
computer machines, and a number of chilled water administration type
air handlers. Existing control systems include 2 direct digital control
(DDC) systems, one for the CRAC units and one for other mechanical
systems. CRAC units have electronic sensors and actuators, the rest of
the systems are a mix on pneumatic and electric/electronic types.
Additional work may include redesign of existing HVAC control sytems to
consolidate or convert existing control systems to DDC type, including:
analysis, strategy development, and related control work and the
analysis of the bid packages for compliance with the contract
documents. This engineering contract will be for a period of one year
after the contract award or until a $450,000 design limit in contract
price is reached. The contract may be modified at the discretion of the
Government, to include post construction award services, such as: shop
drawing review/approval, consultation, construction inspection, and
preparation of record drawings. No other general notification to firms
for other similar projects performed under this contract will be made.
Type of contract: Firm Fixed Price/Indefinite Quantity with a $10,000
minimum. Significant Evaluation Factors (in order of importance): 1.
Professional qualifications of staff to be assigned to this project. 2.
Specialized experience of the firm or subcontractors and consultants in
the type of work required. 3. Capacity of the firm to accomplish the
contemplated work within the required time limits. 4. Past experience,
if any, of the firm with respect to performance on DOD contracts. 5.
Ability of the firm to provide the contract drawings in a format
compatible with AutoCAD version 12 and specifications in SPECINTACT. 6.
An agressive internal quality control program with demonstrated results
of reducing design errors and/or omissions. 7. Volume of work awarded
to the firm by DOD during the past 12 months. A secondary evaluation
factor is the use of small, women owned, or disadvantaged firms as
primary consultants or as subcontractors. Estimated start date is July
6, 1996. A/E firms that meet the requirements described in this
announcement are invited to submit an SF 254 and an SF 255, U.S.
Government Architectural-Engineer Qualifications, to the above office
by 30 May 1996. Only these firms will be considered. As part of the SF
255, the A/E firm is requested to provide the following for the listed
project: a) relevant professional qualification of team members, i.e,
relevant experience of project team leaders, specialized experience of
firm, and similar, recent projects completed; b) performance rating;
and c) a reference with a telephone number. For this synopsized project
the A/E should include the following information: a) the process for
cost control and a key person responsible; b) the process for
compliance with quality control and the key person responsible; c) the
process for compliance with the performance schedule and the key
person responsible, i.e., a description of how work will be
accomplished in the required time, including the composition of the
team and availability of the staff. This is not a requst for a
proposal. Inquiries concerning this project should mention location and
Solicitation Number N62472-96-R-4156. Funds are presently not available
for this contract. The Government's obligation under this contract is
contingent upon the availability of appropriated funds from which
payment for contractual purposes can be made. No legal liability on the
part of the Government for any payment may arise until funds are made
available to the Contracting Officer for this contract and until the
contractor receives notice of such availability, to be confirmed in
