operation, maintenance, and support services for the Transparency and
Thermal Systems Lab (TATLAB) located in Bldg 45 Annex and Bldg 225
Highbay, Area B, WPAFB OH. Period of performance is 01 Oct 96 - 30 Sep
97. Four (4) one-year options may be awarded. This service is to
provide engineering and technical services for facility operation,
maintenance, upgrading and improvement, test program support
engineering design and analysis efforts. The majority of the services
shall be provided on-site, although off-site work efforts may be
authorized by the government representative. Test programs are directed
toward basic research, exploratory and advanced development programs
for technologies used to solve critical vehicle subsystem problems for
current and future Air Force weapon systems and support equipment. The
equipment utilized in test programs consists of custom, in-house
designed and fabricated devices and hardware. Specially configured
equipment may consist of hydraulic, pneumatic, mechanical, electrical,
computer, instrumentation and electron subsystems and components.
Support services necessary for supporting WL/FIVE test programs
include: design, fabrication, assembly, calibration, operation,
modification, maintenance, repair and overhaul of specialized devices,
test equipment, test fixtures, and associated apparatus and
instrumentation. Sources having the capabilities and experience in the
above areas are invited to submit a descriptive capability package no
later than 22 Apr 96. SIC Code is 8734, the applicable size standard
is $5 million. Clearly state whether you are a large or small company
in relation to this size standard. This solicitation will be issued
approx 96 May 28. All responsible sources may submit a bid, proposal,
or quotation which shall be considered. No tel requests. Only written
or faxed requests received directly from the requestor are acceptable.
When requesting bid set(s), provide information as to whether your
organization (together with its affiliates) is a large or small
business. Businesses requesting copies of solicitations must furnish
representation with their request as to whether they are a small
disadvantaged business. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
