457-1831 REQUEST FOR INFORMATION - Recruiting for the year 2000
Decennial Census of Population and Housing - The Bureau of the Census
(BOC) is seeking information on the availability of a service bureau to
provide assistance in recruiting over 600,000 temporary employees. The
below positions types will need to be recruited: 1. Provide Local
Collection Office (LCO) field crew leaders and enumerators (interviewer
turnover rate is 100 to 300%) These are the majority of positions to be
filled and work for a few weeks. Enumerators are household interviewers
and for every 10 enumerators there is a supervisory Crew Leader
position. 2. Providing Local Collections Office (LCO) management and
clerical office staff. 3. Providing regional census center (RCC)
management and clerical office staff. Above positions (Items #2 & #3)
are general office supervisory and clerical jobs. Positions open on a
flow basis early 1998 through early 2000. Usual duty hours are standard
office hours and shift work. These employees will work in the field or
in temporary offices during the 2000 Decennial Census. Staffing is on
a flow basis beginning around October, 1997 and will peak around
October 1999 through the summer of 2000. Enumerators are the majority
of positions and 95% of the hiring is calendar year 2000. There will be
approximately 550 temporary offices located stateside, and Puerto Rico;
these report to 12 Regional Census Centers (RCC). Employees in the 12
RCCs, all located Stateside, are part of this temporary workforce. The
total number of applications for Census jobs may reach 3 million with
as many as 550,000 employees paid each pay period at peak employment.
The majority of employees paid will have no fixed work schedule and no
fixed number of hours during the pay period. The temporary employees
have deductions for retirement, Thrift Savings Plan, bonds, or
allotments. Employees may be subject to medicare only or social
security only. In addition to receiving pay for hours worked, the
employee will be reimbursed for their travel and telephone charges.
Employees will be paid weekly either Electronic Funds Transfer to a
financial institution or having the check mailed to their designated
address. Options under consideration: 1. Employment agency hires and
pays temporary employees: a. All temporary. b. RCC and LCO Office
employees only. 2. A one time charge to BOC for each referred applicant
that is actually hired by BOC. 3. A one time charge for each applicant
tested by the agency using BOC Test provided. Interested parties
capable of performing these services shall submit a detailed
capabilities statement, complete technical information and a cost
estimate within 30 days from the date of this notice to the above
