R -- PAYROLL AND PERSONNEL SYSTEM SOL PPFPS-RFI-0496 POC Benita Brickey, 301, 457-1831 Request for Information - Payroll/Process Control/Personnel Forms Processing Systems - The Bureau of the Census (BOC) is seeking information on the availability of small systems using commercial off the shelf (COTS) hardware and software to provide data capture of payroll and process control information for its temporary employees hired for the 2000 Decennial Census. The BOC opens approximately 550 temporary offices located throughout the States, Puerto Rico, Virgin Islands, and Pacific Islands Territories. The total number of employees in these offices at peak will be about 350,000, distributed approximately evenly among the offices. These employees will be submitting daily payroll and work progress forms. These small systems must be able to capture and edit the information from these forms in a timely, reliable manner. The information must be processed each day. The volume of forms is expected to be 1,000-1,200 per site, per day. The forms are designed to facilitate (image capture) character recognition by using constrained fields of handwritten information, both alphabetic and numeric. An electronic version (true image) of the forms must be stored for archival purposes after the information has been captured by the systems. The BOC will require access to the captured information, preferably through the use of ASCII files, to use in other BOC-written applications systems. Although the majority of forms to be scanned will be payroll/payroll forms, the BOC may use these systems to scan other forms such as employment applications and related forms, as well as forms used for office administration. Interested parties capable of supplying these systems and supporting on a national basis shall submit a detailed capabilities statement, complete technical information with associated price lists within 30 days from the date of this notice to the address listed above and reference PPFPS-RFI-0496.
