contract F33657-89-C-2170 is contemplated for the continued operation,
maintenance, and support (OM&S) for the Central Training Flight at
Hurlburt Field, FL for government fiscal years 1997 and 1998, with two
quarterly extensions in fiscal year 1999 for potential contract award
delays arising from the expected competitive procurement for OM&S in
1999 and the outyears. This effort is currently being performed by
Loral Defense Systems in Akron, OH under the terms of the existing
contract through 30 Sep 1996. The contractor for this follow-on effort
must be able to take over OM&S on a ''turn-key'' basis from Loral on
1 Oct 1996. It is anticipated that the data package and documentation
for the training systems developed under the existing contract will be
available no later than 60 days after the delivery of each device. The
current schedule delivery for the devices are 30 Dec 96 for the E-WST
and 30 May 97 for the H-MRD. A four month slip in the delivery of the
E-WST could occur if a change in the delivery of the image generator is
implemented. Source code and engineering drawings for the IOS and the
MOS are treated as proprietary information and final delivery of this
data under the SOF ATS contract is scheduled for 31 Aug 97. The purpose
of this synopsis is to establish whether any other source could provide
the required supplies/services by 1 Oct 1996. The proposed modification
will encompass the following major activities: continued courseware
support and instruction for MC-130E, AC-130H, and AC-130U aircrews
utilizing existing courseware, support, maintenance, and enhancements
of the Loral developed Database Generation System (DBGS) and Mission
Rehearsal Imagery Support System (MRISS), development and maintenance
of simulator visual and sensor databases for training and mission
rehearsal, maintenance and support, to include correction of test
discrepancies, of the MC-130E Weapon System Trainer (WST) and the
MC-130H Mission Rehearsal Device (MRD), operation and maintenance of
Training Systems Support Center (TSSC), and integration of OM&S
activities with Loral's on-going development/production of the SOF ATS
equipment and training devices. In order to be considered a potential
source, interested parties must submit clear, concise, and complete
capability statements to the contracting officer not later than 30 days
after the date of this announcement. At a minimum, interested parties
must detail the following capabilities: Provide your past performance
and/or ability to perform complex aircrew training device operations
and maintenance. Detail your ability to provide maintenance,
courseware, and instructor personnel by 1 Oct 1996, who have the
specialized training, skills, and experience to support the DBGS, MRISS
(requires Special Compartmental Information Clearances), MC-130E WST,
MC-130H MRD and associated support equipment. Your ability to manage
and operate the logistics support of a complex training system such as
SOF ATS. Your ability to accomplish hardware, software, and firmware
updates to the SOF ATS. Include past performance information and
financial capability. Your ability to accomplish courseware development
and maintenance of existing courseware (both the original Air Force and
Loral developed courseware). Include past performance information and
ability to staff a courseware development/modification staff by 1 Oct
1996. Your ability to support and operate the SOF ATS Training systems
Support Center (TSSC) and Training Management System (TMS) at Hurlburt
Field. Describe your capabilities in software development. Include any
past performance information. Provide a plan to perform maintenance,
courseware and training system changes and updates without a data
package from the developer. In responding to the above, interested
sources need not obtain actual employment commitments from proposed
staff personnel. Interested sources should address all
questions/comments to the contracting officer. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
