allied documents. Title I of the Elementary and Secondary Education
Act(the Act), as amended by the Improving America's Schools Act (P.L.
103-382) requires each participating local educational agency (LEA) to
provide Title I services eligible private school children. These
services must be equitable to those provided public school children in
each LEA. If an LEA is prohibited by law from providing equitable
services in accordance with &200.11 of the Title I regulations to
private school children of if the Secretary determines that an LEA has
substantially failed or is unwilling to provide such services to
private school children, that LEA is ''bypassed.'' In this case, the
U.S. Secretary of Education (Secretary) makes arrangements to provide
services to eligible private school children through a special
contract. The Department seeks to award a contract to provide
opportunities for children served to acquire the knowledge and skills
contained in the challenging State content standards and to meet the
challenging State performance stadards developed for all children. This
purpose shall be accomplished through the provision of special
educational services such as reading, math, and language arts and other
benefits on an equitable basis to those provided to public school
students in each bypassed LEA. This procurement is made pursuant to
Section 1120 of the Act. A portion iof the Title I grant to each LEA
will be withheld from the State and will be used in this procurment to
provide Title I services to private school children. The Department
anticipates awarding on contract for this purpose in the State of
Virginia. Potential offerors are invited to review the Draft Work
Statement in order to have a more complete understanding of the
requirements of this procurements. The Draft Work Statement and
selected Draft RFP sections will be available through the ED Bulletin
Board on or about March 27, 1996. Printed copies are not available. The
ED Bulletin Board number is 202-260-9950. There are no pre-registration
requirements or user charges (except for long distance telephone costs)
to use the BBS. The BBS has four 14,400 bps modems (setting: 8-N1). To
log on the BBS, enter your First Name, Last Name, Location, and
Password (New users will create a password when logging on for the
first time). After logging on: (1) proceed to the Main Menu; (2) select
''D'' for Contract RFPs and Work Statements On-Line; (3) select IASI
Title I Bypass-Virginia; (4) at the prompt at the end of the file list,
type D and the file name(s) to download (D(filename)) and press Return;
(5) select a download protocol (Xmodem, Zmodem, etc.) for the BBS, (6)
then select the same on your PC. The Draft Statement of Work is in
WordPerfect 5.1 format and is a compressed file (PKZip). After
downloading, uncompress with pkunzip file which is available on BBS.
Type ''pkunzip(filename).zip '' to uncompress the file. Questions

listed on the FedWorld Gateway to Federal BBS. Users can connect to
FedWorld, ED Board is BBS number 110. Users can access it from the
Top-level FedWorld Menu by entering UDD110 (enter). Internet: User can
connect to ED Board at FedWorld via Internet to Telnet at
