(513) 255-5024/5425. GLOBAL POSITIONING SYSTEM (GPS) MODIFICATION KITS
FOR B-1B AIRCRAFT AND MK-82 MUNITIONS. This CBD announcement
constitutes a Sources Sought Synopsis. The B-1B Systems Program Office
(SPO), Aeronautical Systems Center (ASC), is planning to enhance the
B-1B conventional combat capabilities by installing a seekerless
precision GPS aided weapons interface and associated bomb guidance
tailkits. The capabilities will be provided as modifications,
consisting of aircraft installed hardware, software and MK-82 GPS
guided tailkits, which includes mission planning and ground support
equipment and other logistics support. The weapons interface will
provide GPS initialization, navigation and mission data to MK-82 GPS
guidance tailkits in the weapons bay without the need for hard wire
connections to the bombs. The contractor will modify the affected
aircraft, provide two qualified aircraft modification kits, installed,
and deliver up to 200 tailkits by the end of FY97 not to exceed $13M.
There is currently no weapons interface or GPS capability in the B-1B
aircraft, therefore, the system must be self-contained, and it must
integrate with the 28-carry MK-82 conventional bomb module and Block C
software. The required GPS aided MK-82 weapon employment is at
altitudes of 20,000 to 35,000 feet and airspeeds up to 0.90 Mach. The
required GPS aided weapon accuracy is 17 meters CEP. Contractors may be
required to submit two proposals: (1) on their proposed design and (2)
adapting the current Joint Direct Attack Munition (JDAM) tailkit to a
Mk-82 bomb utilizing a wireless GPS and weapons mission data
interface. The Air Force is anticipating awarding a contract on 1 Oct.
1996. Contractors interested in this effort must submit the following
information to the Government for evaluation by close of business
April 30,1996. Responses should be concise and program specific with
emphasis on GPS aided weapons-related experience and qualifications to
include: (1) a description of weapons/aircraft modification, test and
integration experience, (2) a description of facilities/assets
currently available to accomplish this effort, (3) a listing of the
qualifications and GPS-aided weapons-related experience of lead
management, engineering, manufacturing, quality assurance and
contractor flight test support personnel projected to work on this
program, (4) indication of large or small business in relation to SIC
code 3812, size standard 750 employees, and (5) indication of the
levels and types of B-1B technical data available, analytical tools and
supporting data bases for those tools required to redesign (if
required), fabricate and assemble for this effort. Notwithstanding the
availability of data, the contractor will be responsible for the
integration of this hardware into modification kits. Contractor and/or
government site visits at the earliest opportunity for discussions are
encouraged. Contractors shall address their plan for acquiring those
resources and capabilities not currently in-house to meet the indicated
delivery date. Information regarding this potential acquisition will be

been established for this announcement. The only purpose of the
