Betty Johnson, Contract Specialist, 202-514-3766. This synopsis is a
combined request for comments and solicitation announcement for the
follow-on contract to INS's Special Purpose Processing Equipment I
contract. This procurement will be an 8(a) set aside contract. The
Immigration and Naturalization Service (INS) requests comments on a
draft of sections B,C,L,and M (Schedule, Statement of Work,
Instructions to Offerors, and Evaluation Factors) of the Request for
Proposals (RFP) for the Special Purpose Processing Equipment
solicitation. The INS intends to release the solicitation on May 10,
1996. The INS intends to award a contract for special purpose
processing equipment on or about July 29, 1996. Requests for copies of
this solicitation must be received in writing or by facsimile
(202)514-3353 by May 6, 1996. The solicitation will be provided on 3
1/2'' high density floppy diskettes in Microsoft Word 6.0, and
Microsoft Excel 5.0. Paper copies of he solicitation will not be
provided. The INS solicits comment by all interested 8(a), parties on
the draft RFP sections. The INS would appriciate all comments to be
submitted in writing to the address above no later than May 3, 1996.
The INS would appriciate the comments, where possible, to cite the
applicable page and paragraph number of the subject draft RFP sections.
The INS does not intend to reply in writing to comments nor to release
comments to industry. The INS will not pay for information received in
response to this request for comments, nor will the INS compensate any
respondent for any cost incurred in developing the information
provided to the INS. Information submitted will not be returned. The
subject draft sections of the SPPE solicitation will be available on
the internet at website http://www.doj.gov in the location under
ins.sppe on 16 April 1996. Paper copies of the draft sections of the
solicitation will not be available. Telephonic inquiries will NOT be
accepted. The requirement requirement is composed entirely of
commercial items and services. The SPPE solicitation is intended to
satisfy the INS's requirements for special purpose processing equipment
and associated peripherals. The subject contract resulting from the
solicitation is intended to procure commercial items and services in
the following catagories: computer workstations, periferials (printers,
monitors, tape drives, etc.) notebooks, laptops, and pen based
computers, server conponents and systems, imaging and scanning
equipment, fingerprint scanners, airport security kiosks, bar coding
equipment, voice recognition equipment, leading edge computerized
tracking and identification systems, CD ROM jukeboxes and other optical
technology, office automation software, custom configuration and
installation services, and other special purpose FIP equipment. The INS
may make multiple awards. The anticipated contract will be awarded to
the 8(a) offeror(s) providing he greatest value to the government. All
responsible 8(a) offerors may submit a proposal which shall be
