Public Debt (Public Debt) is assessing the market for an integrated
solution (hardware and software) that links internal mainframe and file
server databases and call centers with public access systems, (i.e.,
telephones, fax machines, public e:mail, and the Internet via WEB
servers). Public Debt's current environment includes an Amdahl
5990-1400 CPU with an MVS/ESA operating system, an Ethernet local area
network running Novell NetWare and Microsoft Windows NT, and an AT&T
G3RV4.3 Private Branch Exchange (PBX). Public Debt is interested in the
following capabilities: a) Compatibility with Public Debt's current
environment, b) Integrate multiple electronic components to allow
exchange of data (interactive service to the public) across various
access systems (telephones, on-line PC's using the Internet and public
email, fax machines, pagers, etc.) into a single-function electronic
access system, c) Provide graphical software development tools that
will allow programmers and systems administrators to link the public
access systems with internal information databases, resident in
mainframe host computers and network servers, d) Provide a variety of
security measures at both the application and network access levels, e)
Provide authentication and security protections such as
encryption/decryption protection, f) Provide full interactive voice
response (IVR) technology and provide full or total interactive public
information response services, g) Provide Internet/WEB access to the
desired information, h) Allow remote users to access database
information via touchtone phone and fax, i) Include public email
interfaces to electronic mail programs, specifically, Lotus cc:Mail, j)
Allow remote user to select the electronic means by which information
can be transmitted to them, k) Provide an option for messages to be
remotely selected or faxed to a designated number, l) Provide direct
access to database information on either host, PC or LAN- based
systems. No additional information is available at this time. In your
response, please reference RFI OAIS 96-90. Public Debt is requesting
technical product literature, only, at this time. However, at Public
Debt's option, evaluation software, product demonstrations, and/or
technical presentations to be held on site in Parkersburg, West
Virginia, may be requested from vendors responding to this
announcement. Please note that this information is being requested for
information and planning purposes only as Public Debt is primarily
interested in assessing the viability of this technology. The
Government does not intend to award a contract or otherwise pay for the
information requested. Public Debt will assess the ability of the
market to meet the needs as stated above based on the information
received. Dependent upon the results of this market survey, Public Debt
may issue a solicitation to acquire the appropriate tool(s). Any such
solicitation would be based on a strictly functional statement of
