intends to procure Professional Engineering services to perform an
independent review of physical conditions, resources, facilities, and
pipeline operations along the 30 miles of Yellowstone Pipeline
right-of-way under Forest Service Permit. The pipeline is a 10-inch
petroleum products transportation pipeline with a 20-foot right-of-way.
The purpose of the review is to identify any conditions along the
right-of-way that may pose a risk to the integrity of the pipeline, the
environment, or public health and safety. The subject right-of-way
includes several scattered parcels between Helena, Montana, and Coeur
d'Alene, Idaho. These parcels are in the following drainages: Tenmile
(west of Helena), Little Blackfoot, Clark Fork, Prospect (west of
Thompson Falls) in Montana; and Pritchard, Coeur d'Alene, and
tributaries to Coeur d'Alene Lake in Idaho. The selected A-E firm will
also provide an independent review of any mitigation measures which
the Yellowstone Pipe Line Company or Forest Service may propose to
address concerns raised by the initial review. The initial review
report shall be submitted to the Forest Service and the Yellowstone
Pipe Line Company by September 30, 1996 and final report within 120
calendar days of the initial report. The cost is estimated not to
exceed S100,000. Architecture-Engineer firms which meet the
requirements described in this announcement are invited tosubmit: (1)
a Standard From 254, Architect-Engineer and Related Services
Questionnaire and (2) a Standard Form 255, Architect-Engineer and
Related Services Questionnaire for Specific Project, to the procurement
office shown. Firms having a current Standard Form 254 on file with the
procurement office shown are not required to resubmit this form. Firms
responding to this announcement before the closing date will be
considered for selection, subject to any limitations indicated with
respect to size and geographic location of firm, specialized technical
expertise, or other requirements as follows: (1) professional
qualifications necessary for satisfactory performance of required
services: technical competence by discipline (education, registration
and experience) of individual team members expertise in petroleum
products pipeline engineering and safety, fluvial geomorphology and
stream channel hydraulics, fisheries biology, geology, soil science,
cultural resources, wildlife biology and botany; (2) specialized
experience and technical competence in the type of work required and
experience in following the six-step process for organizing a watershed
analysis, as established in the Federal Guide for Watershed Analysis,
Ecosystem Analysis at the Watershed Scale (August 1995, version 2.2 or
later version); (3) capacity to accomplish the work in the required
time; (4) past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; (5) location within the general
geographical area of the project and knowledge of the locality of the
project and applicable regulatory requirements. Firms shall warrant
that, to the best of their knowledge and belief, there are no relevant
facts or circumstances which could give rise to an organizational
conflict of interest that would affect the firm's ability in performing
the services required. Submit a statement of qualifications and
performance data utilizing Standard Form 254 and Standard Form 255 by
