Operation and Maintenance of Dare County Bomb Range, approximately
47,000 acres of land located in Eastern North Carolina. Area is
semi-remote marshland with nearest town approximately 30 miles distant.
Contractor area of responsibility is approximately 3000 acres which
includes lead-in line. Range facilities comprise a main building
operations and administration area, generator room, vehicle maintenance
work area, kitchen, and storage space, etc.), three United States Air
Force (USAF) standard scoring towers with Television Optical Scoring
System (TOSS), scored and unscored nuclear, tactical applied tactics
and conventional targets. In addition to (TOSS) Scoring, M-2 Scoring is
used when situations warrant and mandate. Conventional targets include
a right and left bombing circle (also used for simulated nuclear
deliveries), one set of four and one set of two low angle strafe
targets, nuclear target, and the potential for construction of
additional targets as required, not-to-exceed 30 total targets at any
one time. Applied/tactical targets include but are not limited to fuel
deposit, anti-aircraft missile and anti-aircraft guns, vehicle convoy,
airfield with planes, lasar guided bombs, tactical, to include up to
2000 pound inert bombs, infrared targets, and missile launch complex,
plus three conventional targets, one being a heavyweight. It is
imperative the above facilities be fully operational to provide
required air-to-ground munitions delivery training for tactical fighter
aircraft. To realize this goal, the contractor will provide effective
management and supervision of range administration, operations,
maintenance, decontamination and clearance. The contractor shall be
capable of readily adopting to range equipment modification, upgrade,
modernization, or replacements as directed and to employ new techniques
and technology to keep the range support capabilities abreast of
mission requirements. Maintenance of facility and all
maintenance/repair of government furnished real property and equipment
will be the responsibility of the contractor, in addition to
administrative and operational duties. Contractor will be responsible
for range safety, waste management and foilage clearing. This
acquisition will be issued as unrestricted to all responsible sources
with a 10% evaluation preference for Small Disadvantaged Business
