Children and Families (ACF) intends to acquire the partial support for
the 1996 Annual Low Income Energy Conference sponsored by the National
Low Income Energy Consortium (NLIEC). Section 2609A(a) of the Low
Income Home Energy Assistance Act of 1981 (Title XXVI of Public Law
97-35, the Omnibus Budget Reconciliation Act of 1982, as amended, 42
U.S.C. 8621) authorizes the Secretary of the Department of Health and
Human Services to set aside funds each fiscal year to make grants,
contracts or jointly financed cooperative arrangements to provide
training and technical assistance relating to the Low Income Home
Energy Assistance Program (LIHEAP). These grants, contracts or jointly
financed cooperative arrangements may only be made to State and public
agencies and private nonprofit organizations. The funds will be used
for support of training sessions and workshops that will focus on
topics of particular relevance to State, Tribal, and local LIHEAP
grantees. The Low Income Energy Conference will be held on June 4 - 6,
