Upon being awarded the contract, lessor will be required to acquire the site, construct the specified building, and lease it to the U. S. Any award made under this solicitation will be made to the responsible offeror whose proposal is complete, and includes a site acceptable to the U.S. Postal Service, whose proposal conveys an appropriate level of understanding, experience, and references to assure performance of the specified requirements, conveys a well-considered development plan (i.e., construction cost assessment, identified financing/equity sources), and outlines a well-conceived and equitable rental package acceptable to the Postal Service.
