DACA05) Provide for the construction and related necessary design of a
new 2-story Range Dormitory (approximately 58,500 square feet) and
partial demolition and remodel of existing Building 40020 for new
Operations Facility (approximately 16,100 square feet). Construction
shall consist of concrete foundation and slab, split-face concrete
masonry unit walls, structural steel and standing seam metal roofing.
HVAC, parking, site improvements, utilities and demolition are also
included. This procurement will be conducted under SIC code: 1522. The
size standard for this SIC code is: $17.0 million. This is a
design/build project; the offeror chosen will complete the design and
construct the facility. The acquisition method is negotiated
procurement. A technical and cost proposal will be required. Evaluation
by the Government will result in selection of firm that represents the
best advantage to the Government. Large businesses competing for this
project must comply with the FAR 52.219-9 clause regarding the
requirement for a subcontracting plan on the part of the work it
intends to subcontract. The recommended goals for subcontracting are
52.5% for small business, 8.8% for small disadvantaged business, and
3.0% for small business/woman-owned. A firm that submits a plan with
lesser goals must submit written rationale to support goals submitted.
Estimated cost is between $5,000,000 and $10,000,000. The award of
this project is subject to availability of funds for FY-96 projects.
Plans and specifications are available on or about 10 Apr 96 at a cost
of $40.00 for specifications (text only); and $20.00 for full-size
drawings. Half-size drawings are not available. Because a limited
number of sets will be reproduced, copies are limited to one set per
firm. Payment by company check, certified check or money order made
payable to the Finance and Accounting Officer, USAED, Sacramento, must
be received prior to issuance of your order. Payment must be submitted
with order request or delivered in person to USAED, Sacramento, ATTN:
Plan Room, 1325 J Street, Sacramento, CA 95814-2922. Do not address to
the contract specialist for this will delay your order. Payment MUST
reach this office to purchase solicitation documents by DUE DATE of 16
Apr 96 to ensure receipt of bid sets as there are a limited number
produced (payment is non-refundable). Orders received beyond this date
