The Naval Submarine Support Facility New London requires an automated
tube cleaning system utilizing Navy Oxygen Cleaner (NOC) to be
installed in an existing 16 foot by 13 foot room located in Building 88
at the Naval Submarine Support Facility in Groton, Connecticut on or
before 06/17/96. The system shall at a minimum consist of: one (1) NOC
clean tank, one (1) demineralized water rinse tank and one (1) pump
with filter, housing and instrumentation. Both tanks shall have a
minimum capacity of 20 gallons and a maximum capacity of 40 gallons.
The system shall be configured with piping and valves to permit
recirculating NOC or rinse water both forwards and backwards through
the pipe or tube to be cleaned, shall allow the cleaning tank to
recirculate directly back into itself and the rinse tank to discharge
into the cleaning tank. The system shall be equipped with all necessary
drains and vents. The system pump shall develop sufficient flow and
head to flush a .375-.500 inch diameter, 25 foot long pipe at 3 foot
per second minimum to 7 foot per second maximum with a throttle to vary
flow rate. A disposable filter housing shall be installed at the return
side of the system prior to the NOC cleaning tank, with a vent on the
top to allow removal of oil. System instrumentation shall at a minimum
be: a pump pressure gauge, an NOC temperature thermometer and a flow
meter for NOC or rinse water. All equipment shall fit through the
existing door at the installation site, which measures 82 inches high
by 58 inches wide. All responsible sources may submit a quotation which
shall be considered by the agency. No telephone requests for the
solicitation shall be accepted. Only written or fax requests for the
solicitation received directly from the requestor are acceptable.
