Synopsis/RFQ for commercial items prepared in accordance with FAR
Subpart 12.6 as a supplement with additional information included in
this notice -- This notice serves as the only solicitation; quotes are
being requested and a written solicitation will not be issued -- This
notice is being issued as a Request for Quotes (RFQ) for - Item 1,
Turbomolecular pump with ceramic ball bearing to allow for mounting in
any position, fan cooled, with 200CF flange, 27,000 RPM, with 3 minute
or less start up time, DN40 Exhaust Flange, max power consumption 800
VA, 110 V-50/60 Hz-single phase power supply, Alcatel P/N K15211 L/S or
equal, quantity 2 each -- Item 2, Controller for ATP 900, half-rack
mounting, 85-264 VAC 50/60 Hz, membrane keyboard, back-lighted digital
display, selectable display of rotational speed, pump current, pump
and controller temps, and fault detection, Alcatel P/N 102021 or equal,
quantity 2 each -- Item 3, Interconnecting cables for ATP 900, Alcatel
P/N 101810 or equal, Quantity 2 each -- This procurement is being
conducted under the Simplified Acquisition Threshold (SAT) portion of
the Federal Acquisition Streamlining Act (FASA) -- The provisions and
clauses in the RFQ are those in effect through FAC 90-34 -- This
procurement is a total small business set-aside -- Delivery to MSFC
(FOB Destination) is required within 45 days ARO -- Quoters shall
provide the information required by FAR 52.212-1 -- The quoter shall
complete FAR 52.212-3 and submit it as part of their quote -- FAR
52.212-4 and 52.212-5 are applicable with the exception of 52.212-5(b):
52.203-6, 52.203-10, 52.219-8, 52.219-9, 52.219-14, 52.225-9,
52.225-17, 52.225-18, 52.225-19, 52.225-21, 52.247-64, 201-39.5202-3,
and all of 52.212-5(c) -- The quoter shall state in their quote their
size status for this procurement as well as whether they are minority
or woman-owned -- The SIC code and the size standard for this
procurement are 3561 and 500 employees respectively -- If other than
the brand name identified is quoted, then the quoter shall indicate the
manufacturer, brand, and model/part number quoted and provide a
description in sufficient detail to show that the product quoted meets
the brand name identified-- The quoter shall provide a description
(including manufacturer, brand, and model no.) in sufficient detail to
show that the product quoted meets the specifications included in this
notice -- If the end products quoted are other than domestic end
products as defined in the clause entitled ''Buy American Act --
Supplies,'' the quoter shall so state and shall list the country of
origin -- The quoter shall identify place of performance in their quote
-- The DPAS rating for this procurement is DO-C9 -- Questions regarding
this acquisition must be submitted in writing no later than April 17,
1996 -- Companies shall notify this office of their intent to submit a

(including FAR 52.212-3, Representations and Certifications which may

to the lowest priced, technically acceptable quoter -- Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement -- The period of time
expected for the Contracting Officer to solicit/evaluate vendor quotes
and issue the purchase order will be approximately 30 days from
publication of this notice in the CBD -- An ombudsman has been
appointed to hear concerns from quoters, potential quoters, and
contractors during the preaward and postaward phases of this
acquisition -- The purpose of the ombudsman is not to diminish the
authority of the contracting officer or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Susan M. Smith
at 205-544-0012 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
