under proposed solicitation number N68335-96-R-1916 is modified as
follows: Delete Note 12. One (1) each Eye-Safe Laser Tracker. Correct
solicitation number is N68335-96-R-0108 in lieu of N68335-96-R-1916.
The eye-safe laser tracker (ELT) is an electro-optical system intended
to support the test and evaluation of the Navy's aircraft carrier
recovery equipment at the NAWC Lakehurst's Runway Assessment Landing
Site (RALS). Specifically, the ELT will precisely track fleet aircraft,
making typical carrier approaches, and provide accurate measurements of
the aircraft's position and rates. The ELT shall operate day and night
and will provide real time imagery to a video display at the operators
control console to aid in the acquisition of the aircraft. Aircraft
dynamic data derived from the ELT shall be recorded digitally and
displayed on the operators video display located inside the RALS
control tower. The ELT shall consist of an eye-safe laser rangefinder,
a thermal imaging sensor, a CCD camera, an automatic video tracker and
a gimbaled pointing system with processing capabilities to provide
aircraft acquisition and tracking both manually and automatically. The
system shall include all the control, remote display, external
interfaces, and protective hardware and software required to make the
ELT operational and functional within its intended environment.
Delivery is to NAWCAD, Lakehurst, NJ 365 days after date of order. The
successful contractor shall perform the following tests on the ELT
prior to delivery to NAWCAD Lakehurst. (1) manufacturing run-in in
accordance with the specifications and an approved test plan. (2) test
conditions and deviation-the ELT system shall be turned to the ON
state and shall remain in the ON state for a duration of 40 hours. (3)
acceptance tests shall be conducted under laboratory ambient
conditions to verify compliance with all performance provisions of the
specifications. If any failure of any tests, correction action shall
be conducted by the contractor subjected to approval by the procuring
activity. The contractor shall prepare and deliver the following data
items (1) test plans, operator and maintenance manuals, ICD,
recommended spare parts list. The contractor shall conduct a two day
training program for four people after the ELT installation is
complete. The contractor shall perform the installation at NAWCAD. This
