CONTROL (EWCC) SYSTEM FOR THE F-16C/D, A-10A AND 0-10A AIRCRAFT Contact

31098-1600, 912-926-6726. This is NOT a presolicitation notice pursuant
to FAR Part 5, but is a MARKET SURVEY to identify sources for the
delivery of a fully developed, fully tested non-development item (NDI)
or commercial off-the-shelf (COTS) Electronic Warfare Cockpit Control
(EWCC) System for the F-16C/D, A-10A, and O-10A Aircraft. The combat
needs statement will require delivery of the initial 32 systems to
begin on or before 31 Mar 97. There is also potential for delivery of
725 systems over the next five years. The purpose of the EWCC System is
to provide displays, controls, and cues to manage the Electronic
Warfare Avionics of the various aircraft. The system will control
existing and future EW avionics through a reduced number of cockpit
units. The EWCC's major role is the management of the flow of control
signals and data into and out of the EW avionics suites comprised of
the following systems: ALE-40, ALE-47, AAR-47, ALR-69(V), ALR-56M,
ALQ-131(V), ALQ-184(V) Pylon Integrated Dispenser System (PIDS), and
Modular Reconnaissance Pod (MRP). Future avionics for additional suites
will include the ALQ-157, ALQ-162, and ALQ-172. EWCC will be supported
under a two-level maintenance concept ultilizing ``lean logistics''.
The EWCC systems functions will be administered through computer
software configuration items (CSCI). The CSCIs shall utilize military
use software guidelines and written in Ada and other commercially
available languages. A formal solicitation does not exist at this time.
This survey is to determine the availability of commercial items
pursuant to Federal Acquisition Regulation (FAR) Part 10 and does not
constitute an Invitation for Bid or Request for Proposal and is not to
be construed as a commitment by the Government. Respondents to this
notice will be sent a DRAFT Requirements Specification for the EWCC
system and a Contractor Product/Capability Survey. Contractors must
provide a copy of their approved DD Form 2345, Military Critical Data
Agreement, with their request. Contractors may obtain a DD Form 2345
certification by contacting Defense Logistics Service Center, at
1-800-352-3572. The extent of foreign participation has not yet been
determined therefore the release of information to foreign sources will
be determined at time of request. Written requests should be mailed to

ownership. Large and small businesses are encouraged to participate in
this survey. All requests for information must be received no later
