DEVICES TO REPLACE EXISTING OBSOLETE DEVICES FOR THE NAVY'S AVIATION

NAWC, TSD is contemplating an acquisition to procure two maintenance
type training devices based on real aircraft systems to provide basic
electrical troubleshooting training for the Navy's Aviation Electronics
(AE) School located at the Naval Air Technical Training Center, Naval
Air Station, Pensacola, FL. This procurement will include hardware,
full ILS documentation and repair parts. The Government intends to
procure in the basic, 30 month contract period of performance beginning
on or about January 1997, five 6E36 Basic Aircraft Electrical Systems
Training Devices in Lot I. Each will consist of an identical
configuration of 12 student stations networked to 2 instructor
stations. Each station will be computer driven to train students in the
basic organizational maintenance troubleshooting of aircraft electrical
wiring, connectors and switches. The aircraft systems to be simulated
are arresting gear, speed brakes, nosewheel steering, synchro gauges,
tachometer, windshield anti-ice, and wing de-ice. The student hardware
console will be approximately 5' wide, 2.5' deep, 5' tall. It will
provide a simulated aircraft cockpit with switches, gauges, and
simulated digital multimeter. The center section of the instrument
panel will contain a video monitor to display animated aircraft gauges
and indicators with high resolution graphics. Separate panels will be
used to house simulated circuit breakers and cannon protectors for
student troubleshooting. All instructor stations will be identical,
containing a commercial computer desk, computer, keyboard, mouse, 20''
monitor, and network hardware. Instructor stations will
control/monitor student stations such as initiation of simulated fault
conditions and maintenance checks. Lot II will be an option for one
additional 6E36 Training Device, Identical to Lot I configuration, and
2 Training Devices 6E37 Inertial Navigation Systems Trainer. Delivery
will be required within 36 months of the basic contract award. Device
6E37 will be a Multimedia training device consisting of an LCD
projector, large screen display, computer, and software. It will be
used in the classroom by instructors for mediated interactive lecture.
Graphics will be developed in high resolution to provide a high
fidelity display of an aircraft cockpit with selected inertial
navigation and attitude heading reference components. Instructors will
use the system to walk the student through INS alignment procedures
using animated indicators, knobs and switches. The 6E37 will also allow
instructors to implement 10-15 simulated fault conditions for visual
display of system responses. This requirement will be defined in a
forthcoming statement of work and specification and will result in a
firm fixed price contract. Those firms having trainer design,
development, manufacturing and modification experience are requested to
submit the following information in original and one copy to the
contracting officer indicated not later than 30 days from the date of
this notice. All respondents must provide the following information:
(1) Company size in relation to SIC code 3699 (750 employees). (2)
Prime or subcontract interest. (3) Specific capabilities or plan for
obtaining the capabilities to perform the effort as related to the
above information. Responses must address all criteria specified above
to be considered. The purpose of this notice is to solicit information
as to the capabilities of potential offerors. The government will not
pay for any information received in response to this notice nor will
the government compensate any respondent for any cost incurred in
development of information provided to the Government. All responses to
this notice will be considered prior to further acquisition action by
the Government. Any information received as a result of this notice
will not be provided to other contractors. No solicitation currently
exists. However, any formal solicitation will be preceded by a separate
