(EMD) OF FOLLOW-ON TO TOW (FOTT) MISSILE SYSTEM. POC Felicia Jones,

following information is provided for clarification and assistance for
Telemetry, Missile Destruct Requirement, Platform inspections, and
Frequency allocation: The missile telemetry must be designed for a 2200
to 2290 MHz, lower S-Band signal, operational range for use on
government test facilities. Once the discrete transmit signal is
identified within this range, submit this information to the Government
in the risk mitigation plan, for test range support preparation. To
further clarify paragraph 5.1.2.1 of the FOTT, Test Range Support
Document, the contractor shall have a means of self destruct, to
consist of fly-to-ground in the event of track lock break, missile
segment breakup, or total missile destruct. The missile does not
require an on board destruct receiver if an alternate means as stated
above is used. As part of the Commerce Business Daily (CBD)
announcement published on or about 21 Feb 96, the ''Path to Contract
Award'' schedule shows a time period for ''Platform Inspection''
beginning in May 96 and ending in Jul 96. This inspection period was
not addressed in the ''Follow-on to TOW (FOTT) Test Range Support
Document'' which was also provided as part of a previous CBD
announcement. This ''Platform Inspection'' period will be made
available to each contractor. Currently the platforms will be available
for inspection 3 Jun 96 through 31 Jul 96. Available platforms will be
the Bradley M2A2 and Ground TOW2 or on a Highly Mobility Multi-Purpose
Wheeled Vehicle (HMMWV). All communication between the contractor and
the Government shall be coordinated through the contracting officer's
representative, Ms. Felicia Jones. A one week (minimum) notice to the
Government from the contractor is required to schedule the platform
inspection. Contractors planning to demonstrate an alternate mode
during the Pre-EMD Risk Mitigation Test Program, shall submit a
completed ''Spectrum Certification System'' form to the Government
concurrent with the Risk Mitigation Test Plan. Copies of the Spectrum
