Contracting Officer, JIMMY W. SMILEY, (423)461-7986 A/E service to
provide all architectural and engineering services necessary to design
a project for renovation of existing spaces and portions of buildings
for relocation of existing services, activities and equipment as
follows: (a) Medical Records from Ground (Grd) Floor (Fl) Building
(Bldg) 78 to Grd Fl Bldg 8, (b) Social Work from 3rd Fl Bldg 71 to 1st
Fl Bldg 8, (c) MAS Offices from Grd/1st Fl Bldg 78 to 1st Fl Bldg 8,
(d) TN Dept. of VA & Med Library TDVA from 1st Fl Bldg 68 to 1st Fl
Bldg 8 and Library from 3rd Fl Bldg 76 to 1st Fl Bldg 8, (e) Police
from 1st Fl Bldg 76 to 1st Fl Bldg 8, (f) Medical Research from 2nd Fl
Bldg 160 to 1st Fl Bldg 8, (g) Eye Clinic from 1st Fl Bldg 71 to 2nd
Fl Bldg 8 and (h) Admission/Emergency form 1st Fl Bldg 78 to 1st Fl
Bldg 200. All final drawings, final specifications and final cost
estimate must be completed within sixty-five (65) calendar days from
date of contract award. The A/E will submit 25% working drawings within
30 calendar days from contract award, 75% working drawings within 50
calendar days from contract award and 100% complete working drawings
within 65 calendar days from contract award. The project will consist
of renovation of existing and previously used patient rooms, wards, and
administration areas. Renovation will consist of demolition of existing
partitions, suspended ceilings, floor and wall finishes, HVAC, and
other mechanical systems and utilities. New construction will consist
of the following: required floor to ceiling partitions, manufactured
moveable partitions, cosmetic finishes to existing walls and structure
items, new floor finishes, retrofit existing HVAC and other mechanical
system and utilities for new areas. Installation of lighting and wiring
for additional receptacles, computer and telephone outlets. A/E will
provide a structural analysis for the First Floor, West Wing Building
8 for placement of Library. This renovation project will be designed
accordingly and in compliance with current VA criteria, VA construction
standars, construction standards and applicable codes, etc. The A/E
shall develop a detailed construction estimate. The estimate shall
include the various categories of work involved and the quantites per
service relocation. The estimate shall take into account actual market
conditions to the extent possible for the labor and materials and
allow for any undefined cost anticipated during working drawing design.
Construction Period services will include (a) reviewing material
submittals, shop drawings and test reports (if required), (b) review of
change oreders/supplemental agreements, and cost analyses, (c) site
visits shall include pre-bid conference plus 5 site inspections to be
performed at the request of the VA and one site visit for the final
inspection of the project and (d) develop as-built drawings for VA
files, final as-built drawings will be submitted on reproducible
mylars, or if design is by means off CADD System provide DWG file disk.
This estimated construction cost range for this project is between
$500,000 and $1,000,000. The area of consideration for this project is
A/E firms located within a 100 mile radius of Johnson City, Tennessee.
A/E firms desiring consideration must submit a current SF 254 and SF
255 to the contracting officer NLT COB 5/14/96. The SIC Code for this
