proposed Architect/Engineering (A-E) Indefinite Delivery Contract will
require primarily architectural services with historical preservation,
mechanical, electrical, landscaping, asbestos abatement, and/or civil
engineering support disciplines for studies, designs, HVAC balancing,
or construction administration on mostly small projects in the
estimated value of $25,000 to $250,000 for the repair, improvement, and
remodeling of buildings, utilities, and grounds. Specific projects as
they occur will be accomplished by the means of negotiation and the
issuance of delivery orders. This project is a Small Business Set-Aside
under Standard Industrial Classification (SIC) Code 8712, Contractor's
annual receipts for the last three fiscal years not to exceed $2.5
million average. The amount payable under this requirements type
contract not to exceed $200,000 per year. The performance of this
proposed contract shall be from the date of award for a one year period
with three Option years that may be exercised by the Government.
Factors of consideration for architects and consultants in descending
order (or equal) of importance, with items one and two being of equal
value, will be: (1) Professional Qualifications of Firm - Overall
adequacy of staff, qualifications of principals and project managers,
length of time firm has been established, and qualifications as a prime
contractor; (2) Experience and Qualifications of Proposed Key Staff -
Overall design ability of principals and professionals. Specific design
ability and experience in historical preservation, hospital field,
clinics, laboratories, outpatient facilities, rehab projects
administrative ability in asbestos abatement and HVAC balancing; (3)
Location of Main Office of A/E Form(s) and Consultants - As each may
relate to one another, travel to project and total performance of
assignments; (4) Overall Performance Record - Exhibited design
abilities on previous projects, (awards) management ability,
scheduling, budgeting, etc. (5) Analysis of Current and Projected
Workload - Combined availability of total team exposure to be devoted
to comply with short delivery time. Firms that meet the requirements
described in this announcement are invited to submit (1) a letter of
interest with a certification that the firm is a Small Business in
accordance with the SIC Code, (2) one copy of a Standard Form 254, A/E
and Related Services Questionnaire for the firm and all consultants;
and (3) one copy of a Standard Form 255, A/E and Related Services
