31402-0889 C -- ONE MULTIDISCIPLINE INDEFINITE DELIVERY TYPE (IDT) CONTRACT FOR
ENVIRONMENTAL COMPLIANCE SERVICES WITHIN SOUTH ATLANTIC DIVISION POC

912/652-6033 (Contracting Questions). 1. CONTRACT INFORMATION: The
Savannah District, U.S. Army Corps of Engineers, requires the services
of Architect-Engineer firms for ONE Multidiscipline IDT Contract for
Environmental Services to include, but not limited to, environmental
site assessments, inventories, programming and planning. The contract
shall be for a one (1) year period with three (3) one year options, not
to exceed $3,000,000.00 per year. Individual delivery orders shall not
exceed $500,000.00. This announcement is open to all firms regardless
of size. Large business offerors that require subcontractors must
identify subcontracting opportunities with small business, woman owned
and small disadvantaged business on SF 255. If selected, the large
business offeror will be required to submit a woman owned, small/small
disadvantaged business subcontracting plan in accordance with FAR
52.219.9 and DFARS 219.704/705 as part of the Request for Proposal
package. The following subcontracting goals are the minimum acceptable
goals to be included in the subcontracting plan. OF THE SUBCONTRACTED
WORK, 60% TO SMALL BUSINESS; 10% TO SMALL DISADVANTAGED BUSINESS (A
COMPOSITE OF SMALL BUSINSS); 5% TO WOMAN-OWNED BUSINESS (A COMPOSITE OF
SMALL BUSINESS). Large Business firms that intend to do subcontracting
must convey their intent to meet the minimum subcontracting goals on
the SF 255, Block 6. Written justification must be provided if the
minimum goals cannot be provided. For additional information concerning

Specialist, at 912/652-6033. ----- 2. PROJECT INFORMATION: Firms must
have knowledge of and expertise in a broad spectrum of environmental
program compliance, assessment, programming and planning. 3. SELECTION
CRITERIA: See Note 24. The selection criteria are listed in descending
order of importance (first by major criterion and then by
sub-criterion). Criteria ''a'' - ''e'' are primary, Criteria ''f'' -
''g'' are secondary and will be used as ''tie breakers'' among
technically equal firms.-----a. Specialized experience in: (1) Asbestos
Management Programming and Plans, (2) Clean Air Act Inventory and
Permitting, (3) Environmental Compliance Assessment Audits (ECAS and
ECAMP), (4) Hazardous Waste Management Programming and Plans, (5)
Hazardous Material Control and Management Plans, (6) Lead Base Paint
Management Programming and Plans, (7) Life Cycle Environmental
Assessment, (8) Multimedia Environmental Compliance Guides and
Management Programs, (9) Pollution Prevention Opportunity Assessments
(PPOA), (10) Pollution Prevention Plans, (11) Spill Prevention Control
and Countermeasure Plans (12) Spill Contingency Plans, (13) Storm
Water Pollution Prevention Plans, (14) Storm Water Monitoring Plans and
Programming, (15) Toxic Release Inventories (Hazardous Chemical
Inventories), (16) Underground Storage Tank (UST) and Above Ground
Storage Tank (AST) Management Plans and Programs, (17) Installation
and/or Agency personnel training in any of the above management
plans/programs using all major multimedia (video, personal instruction,
CD ROM training development, etc.), (18) Custom database design and
management for all major environmental protocols, (19) Preliminary
Assessment Screenings (PASs), (20) Preliminary Assessments for
hazardous Waste, (21) Memorandums of Agreement, (22) Evaluations of
life cycle cost of environmental compliance programs/plans, (23)
Computer analysis of data, (24) Installation Funding Request as it
pertains to all Environmental Protocols, (25) Environmental Management
Auditing, (26) Use of GIS in environmental applications. All elements
in this criteria are of equal importance.-----b. Knowledge of locality
as it pertains to environmental compliance, programming, planning and
state environmental regulations and permit requirements for (1) NC, SC,
GA, FL, AL, and (2) MS, TN, Puerto Rico & Virgin Islands.-----c.
Professional qualifications of the key management and technical
personnel to include appropriate education, training,
registration/certification, overall and relevant experience for
personnel in the disciplines listed in 3e below. Firms must have state
licensing for all professionals, trade certifications and licenses as
required for projects located in, but not restricted to NC, SC, TN,
GA, AL, MS, FL, PR, and VI. The states of registration and cerification
of each team member must be included in each resume in Block 7 of SF
255. Block 7 may also include a matrix that displays the discipline,
degree, years of experience, states of registration or certification,
and years of experience in each of the specialized experience
categories for each person on the proposed team.-----d. Past
performance with respect to cost control, quality of work and
compliance with performance schedules on: (1) DoD contracts. The
evaluation factors will be ACASS rating, evidence of repeat work with
Federal clients and local Savannah District project performance. OR (2)
Non DoD contracts. The evaluation factors will be evidence of repeat
work for Non-DoD clients and quality/timeliness of past work for those
clients. Firms must list POC names and phone numbers for each project
shown in Block 8.-----e. Capacity to perform numerous simultaneous
delivery orders and sufficient staffing and/or team to accomplish same.
Disciplines include Program Managers, Project Managers, Environmental
Engineers, Civil Engineers, Computer Specialists, Industrial Hygienist,
Biologist, Physical Scientist, Chemist, Lab Technicians and
Environmental Field Technicians. THESE DISCIPLINES MUST BE SHOWN IN
BLOCK 4 OF SF 255. Evaluation factors will be the ability to create and
maintain a team with a single POC responsible for all efforts, size and
capacity of resource pool and cadre of subcontractor's experience,
capacity and SB/SDB/WOB utilization. -----f. Extent of participation of
SB, SDB, historically black colleges and universities and minority
institutions in the proposed contract team, measured as a percentage of
the total estimated effort.-----g. Volume of DoD contract awards in the
last 12 months as described in Note 24. ----- 4. SUBMITTAL
REQUIREMENTS: Firms desiring consideration must submit ONE (1) copy of
SF 255 (11/92 edition) for prime and ONE (1) copy of SF 254 (11/92
edition) for prime and each consultant to the above address no later
than 1 May 1996 to be considered for selection. Block 3 of SF 255 must
include the ACASS number for the prime contractor's primary PERFORMING
OFFICE proposed for the selection. For ACASS information call
503/326-3459. Block 4 of SF 255 must display only prime and
subcontractor staff LOCATED WITHIN THE SAD. Disregard the ''to be
utilized'' statement in Block 4 and display the total number of
personnel in each disipline LOCATED WITHIN SAD. Alternate Block 4's may
be attached to show staff located outside SAD. If used, the alternate
Block 4 must be identified as ALTERNATE BLOCK 4. In Block 10 of the SF
255, provide the following: (a) Design Management Plan (DMP). The DMP
should be brief and include an explanation of the firm's management
approach, management of subcontractors (if applicable), specific
quality control procedures used and an organizational chart showing the
inter-relationship of management and various team components (including
subcontractors). (b) The firm's present workload and the availability
of the project team (including consultants) for the specified contract
performance period. FAXED SUBMITTALS WILL NOT BE ACCEPTED. SF 255
Block 10 of SF 255 MUST NOT EXCEED 20 PAGES. COVER LETTERS and
EXTRANEOUS MATERIALS (brochures, etc) are NOT DESIRED and WILL NOT be
considered. PHONE CALLS are DISCOURAGED unless ABSOLUTELY necessary.
PERSONAL VISITS for the PURPOSE of DISCUSSING this project WILL NOT BE
CONSIDERED. This is NOT A REQUEST FOR A PROPOSAL. SOLICITATION
