synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement M6700196Q3015 is
issued as a request for quotation and constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-35. The standard industrial classification (SIC) code is
0782 and the small business size standard is $3.5 million. This
acquisition is a 100% set aside for small businesses. Contractor shall
be responsible for spring and fall planting of 150 openings averaging
2-12 acres in size, managed for game and nongame wildlife species
throughout the woodland areas of Camp Lejeune, NC and its satellite
activities within fifty (50) miles. Total acreage is 300, 150 acres per
season. The contractor shall accomplish the spring season planting no
later than 31 May 1996 and the fall season planting no later than 30
November 1996. Contractor shall provide all equipment, fuel, services
and personnel required for planting and fertilizing woodland openings
for wildlife. All seeds and fertilizer will be provided by the
government. Supplies will be stored by the government and will be
issued daily as necessary. Each season (spring and fall) the contractor
shall establish a pulverized seedbed by discing to a depth of nine
inches. The seeds and fertilizer shall be covered to a depth of one to
two inches after the seedbed has been established. Fertilizer shall be
broadcast and spread evenly to allow for complete coverage over the
entire seedbed at the rate of 400 pounds per acres. The warm season
(spring) seed varieties consisting of browntop millet, dove proso
millet, wildlife game food sorghum, lespedeza and chufas shall be
broadcast at the rate of 30 pounds per acre and spread evenly to allow
for complete coverage of the entire seedbed. The cool season (fall)
seed varieties consisting of abruzzi rye, wheat and subterranean clover
shall be broadcast at the rate of 150 pounds per acre and spread evenly
to allow for complete coverage of the entire seedbed. The contractor
shall remove all seed bags, fertilizer bags and any other debris used
in the performance of services and dispose of properly. Any leftover
fertilizer and seed varieties shall be turned over to the government.
Services are required to be accomplished during regular work hours
(8:00 a.m. to 4:30 p.m., Monday through Friday) excluding federal
holidays or by mutual agreement of the government and the contractor.
Award will be based on the overall most advantageous offer considering
price and price related factors. The following provisions and clauses

Statutes or Executive Orders - Commercial Items (OCT 1995), including
clauses incorporated by reference under Section (b)(6)0 through (10)
and Section (c)(1) through (3). Period for acceptance of offers is 30
calendar days. Offerors responding to this announcement shall submit
their offers in accordance with 52.212-1 and shall include a completed
copy of provision 52.212-3. Closing date 23 Apr 96, 2:00 p.m. Submit
