965-9508 The Social Security Administration (SSA) is contemplating the
procurement of preventive and remedial maintenance services on two (2)
Government-owned systems located at the SSA Mid-Atlantic Program
Service Center (MATPSC), 300 Spring Garden Street, Philadelphia,
Pennsylvania. The equipment to be maintained is as follows: Andover
Building Management Control System, main central processor unit, all
data gathering panels, all associated peripheral computer/printer
monitoring equipment, all interconnecting wiring, all power
supplies/backup power sources and all software programs operating the
system and Simplex Fire Alarm System, all control panels, all
annunciator panels, all associated periphal computer monitoring
equipment, all software programs operating the system, all
manual/automatic initiating and monitoring devices including all the
interconnecting wiring, all power supplies and backup power sources.
SSA knows of only one source: Tri-M Corporation, Post Office Box 69,
204 Gale Lane, Kennett Square, Pennsylvania 19349; which has the
prerequisite knowledge, experience and facilities for performance of
this requirement by virtue of its past experience and in-depth
knowledge. SSA is seeking only those sources who have had previous
experience in the field identified and the necessary high-quality
resources which would qualify them for a possible award. Organizations
having the experience and required capabilities are invited to submit
complete documentation discussing such capabilities. Respondents will
be evaluated on each of the following qualifications: 1.
Experience--The information should contain a outline of work
experience--identify a minimum of three installations where maintenance
was performed on each system. 2. Proprietary Documentation--must
provide information indicating access to proprietary data. 3.
Personnel-- The professional qualifications and specific experience of
technical personnel who may be assigned to the project. 4. All
technical personnel must be certified by the Andover Corporation to
maintain and operate all Andover Energy Management Control Systems with
access to proprietary programming and all associated equipment.
Technical personnel must also be capable of maintaining and operating
all Simplex Fire Alarm Controls and interfacing equipment, including
the proprietary programming of the Simplex equipment with the Andover
Energy Management Control System. All maintenance shall be in
accordance with the original design of the building sequence of
operation in accordance with As-built Blue Prints for all
Fire/Life/Safety functions of the building with top priority being
safety of the building occupants, building and all building equipment.
New equipment is currently being installed in the building which will
be directly effected by the proper maintenance of the existing
equipment. 5. Spare Parts--All parts should be available such that they
can be delivered on-site within 2 hours of initial call. All interested
organizations must submit appropriate data, in triplicate, within 15
days of this announcement to: Social Security Administration, Office of
Acquisition and Grants, Attention: Mrs. Regina Dulaney, 1710 Gwynn Oak
Avenue, Baltimore, Maryland 21207. Organizations which fail to submit
the required documentation will not receive further consideration.
Additionally, responses which incorporate general capability-type
literature, but fail to specifically address the experience and
capability requirements as defined above, will be judged to be
unacceptable. Organizations judged to have the required competence will
be issued a copy of the resulting request for proposal. Respondents
should refer to SSA-RFP-96- 2605. No cost or pricing data is required.
This is not a request for proposal and the Government does not intend
to pay for the information solicited or received. The anticipated date
of release for the RFP is May 1996. Any interested organizations must
