Phila. intends to procure engineering and technical services to complete the requirements for the Minesweeper Shipbuilding Program for the Naval Air Warfare Center Aircraft Division Patuxent River, St. Inigoes, MD. This requirement is being processed on the basis of Other Than Full and Open Competition, Sole Source to C-Cubed Corporation, 5252 Cherokee Ave., Ste. 400, Alexandria, VA 22312-2707, pursuant to FAR 6.302-1. C-Cubed is the only responsible source known that has the corporate expertise to complete the Mine Hunter Coastal (MHC) Shipbuilding program within established production and operational schedules, since they possess extensive resources specifically dedicated to MHC Shipbuilding program including tooling, facility equipment, facilities, test equipment, established test beds, and trained personnel with specialized production and design experience. We intend to solicit and negotiate with C-Cubed Corporation to add two, twelve month option periods onto their existing Contract N00140-92-D-CD07, awarded on a Cost Plus Fixed Fee basis. The services entails an estimated 112,213 hours during two (2), twelve (12) month periods, commencing 17 December 1996 through 16 December 1998. The applicable standard industrial classification number is 8711 and the size standard is $20 million. Note: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
