follows: All other information publicized in the original synopsis is
correct. The Centers for Disease Control and Prevention (CDC)
contemplates awarding a contract to develop and establish agraduate
level certification program which includes the necessary curriculum and
delivery mechanism to effectively address the specific public health
training needs of CDC field assignees and public health practitioners.
Some of the specific areas of expertise that this training should
address include, but are not limited to: 1) design and implementation
of community-based behavioral interventions, 2) community empowerment,
3) development and implementation of information systems, 4)
collection and use of epidemiological and surveillance data, 5) program
planning, 6) program evaluation, 7) program management/administration,
and 8) public health policy development, 9) health services research,
and 10) public health marketing. To complete the contract
requirements, the contractor shall perform work in four separate task
areas: 1) establishment of the Health Certificate Program
Administration Structure, 2) establishment of the certificate
requirements (i.e. curriculum and practica), 3) establishment of the
curriculum delivery structure and schedule, and 4) development of a
program evaluation plan. The Government reserves the right to make more
than one award. The successful offeror(s) should identify 4 to 6
institutions that are geographically dispersed which can provide the
required training annually to 120 to 240 CDC field assignees and public
health practitioners. The awarded contract(s) will require the
contractor(s) to provide three years of training related to the
certification program. CDC will establish a process for selection and
recommendation of individuals for enrollment, and the training
institutions will determine final acceptance. The anticipated contract
period of performance is for 48 months which includes 12 months for
completion of the certificate program and 36 months for provision of
actual training. Written requests for copies of the solicitation will
be honored if received within 15 days of the RFP issue date which will
be on or about April 29, 1996. Requests received after that date will
be filled on a limited first-come-first-served basis until the supply
is exhausted. The date specified for receipt of offers will be
approximately 45 days after the RFP issue date. Requests for the RFP
must specify the RFP No. 200-96-0507(P). Telephone requests will not be
