commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is Solicitation
CSP-84080-JR-29 and is issued as a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular No. 90-32. The
procurement is UNRESTRICTED. DESCRIPTION OF REQUIREMENTS FOR THE ITEMS
TO BE ACQUIRED: Item 1: One (1) Ea.; 6X36 IWRC EIP RRL (450' Reel);
Size 7/8''. Item 2: One (1) Ea.; 6x36 IWRC EIP RRL (700' Reel); Size
7/8''. Item 3: Two (2) Ea.; 6x36 IWRC EIP RRL (500' Reel); Size 1''.
Item 4: One (1) Ea.; 6x36 IWRC EIP RRL (1,200' Reel); Size 1''. Item 5:
Two (2) Ea.; 6x36 IWRC EIP RRL (1,600' Reel); Size 1-1/4''. Item 6: Two
(2) Ea.; 6x36 IWRC EIP RRL (500' Reel); Size 1-3/8''. Item 7: Two (2)
Ea.; 6x36 IWRC EIP RRL (2,800' Reel); Size 1-7/8''. Item 8: Two (2)
Ea.; 6x49 IWRC EIP RRL (2,680' Reel); Size 2''. PCC GENERAL
SPECIFICATIONS. Items 1 through 8 shall be built in accordance with
Federal Spec. RR-W-410D (1), dtd. April 22, 1988. Individual wires
shall meet torsion requirements shown for EIP in Table III, RR-W-410D
(1). Individual wires shall also meet tension requirements shown for
EIP Uncoated Ropes in Table I, RR-W410D (1). All wire ropes shall meet
or exceed breaking strength requirements shown for EIP Uncoated Ropes
in Table XII RR-W-410D (1). Actual diameter of the wire ropes shall be
102-105% of the nominal rope diameters measured under a tension test
load of 10% of the breaking strength listed for EIP Uncoated Ropes in
Table XII RR-W-410D (1). Preforming shall be such that a maximum strand
helix height to actual rope diameter is 90% and the helix length is
within plus or minus 3% of the rope lay. IN ADDITION TO THE ABOVE PCC
GENERAL SPECIFICATIONS, the following also apply to Items 1 through 7
only: Wire rope shall be Type I General Purpose, Class 3, Construction
6, 6 by 37 WARRINGTON-SEALE; Preformed; Uncoated; Lubricated as
specified in Section 3.6.2 RR-W-410D (1); Level-A preservation and
packing shall apply. Wire ropes are to be spooled W/G-416 Crosby Open
Spelter Socket inside end. The additional following specifications also
apply to Item 8 only: Wire rope shall be Type I General Purpose, Class
3, Construction 9, 6 by 37 SEALE-WARRINGTON-SEALE; Preformed;
Uncoated; shall have all wires of each strand laid up with an asphalt
base wire rope lubricant meeting Military Specs. MIL-G-18458 (B) dated
July 28, 1987, applied during stranding but not closing; shall be
furnished on substantial steel reels. DELIVERY: The PCC requires
delivery of all items to be completed within ninety (90) days after
receipt of notice of award. Delivery shall be made, C.I.F. Destination
to Industrial Division, Mt. Hope, Republic of Panama. FAR provision
52.212-1, Instructions to Offerors-Commercial Items (Oct. 1995),
applies to this acquisition. FAR provision 52.212-2,
Evaluation--Commercial Items (Oct. 1995), applies to this acquisition.
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous to the Government, price and other factors
considered. The following factors, listed in descending order of
importance, shall be used to evaluate offers. (1) Quality Assurance.
Offerors shall submit a full description of their quality, production,
and testing facilities available in sufficient detail to demonstrate
the ability to meet the requirements of the contract and completion
date. (2) Technical Compliance with Specifications. Offerors shall
submit descriptive literature of the items being offered in sufficient
detail to evaluate compliance with the requirements in the technical
specifications. (3) Past Performance. Offerors shall submit the
following information concerning similar supplies furnished during the
past three (3) years: Name, address, telephone number, point of
contact, total dollar amount of contract. The Government reserves the
right to contact the owners of previous contracts for additional
information and/or any other Government Agency. Price is an important
evaluation factor for award; however, technical and past performance
factors, when combined, are significantly more important than price.
FAR provision 52.212-3, Offeror Representations and
Certifications--Commercial Items (MAR 1996) applies to this
solicitation. OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION.
Offerors that fail to furnish the required representations or
information, or reject the terms and conditions of the solicitation may
be excluded from consideration. FAR Clause 52.212-4, Contract Terms and
Conditions--Commercial Items (OCT 1995) applies to this solicitation.
FAR Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders--Commercial Items (JAN 1996),
applies to this solicitation. FAR Clause 52.215-18, Facsimile Proposals
(DEC 1989) applies to this solicitation. Offers are due NO later than
April 29, 1996, 2:00 p.m. Local Time, via U.S. or Foreign Mail at
