Foley, GP22C/Contracting Officer This notice constitutes a Request for Quotation (RFQ) for an Automatic Vickers Hardness Tester, Model Number 230 with Auto Traversing image analysis system--Microhardness Tester, Data Acquisition Software, and computer - Accuracy - Must conform to ASTM E-384 and JIS B-7734 and a Load Range of 10 gf to 1 kgf with increments of 10, 25, 50, 100, 200,300, 500, and 1,000 grams; Optical objectives - 10x, 20x, 50x, and 80x; Indenters - Knoop and Vickers Diamond Indenters; Position Turret Objectives - Five position motorized turret for three and two indenters or four objectives and one indenter, 360 degree; Vertical Capacity - 3.5 inches; Light Source - Fiber optic with removable green filter; Dwell Time variable from 0 to 99 seconds with ASTM E384 dwell override; Focus Control - Manual mode course and fine--Automatic focus in programmed mode with auto focus drive and adapter; Measuring microscope of 300*m maximum measuring length, 0.5 *m minimum graduation, and 0.1m *minimum measurement unit; Stage Range - Motorized auto traversing precision two inch in x direction and one inch in y direction--0.001 inch movement graduation and three axis motor controller--Universal clamp and leveling device and Vibration isolation platform; Acquisition software - Microsoft Windows based Micro Indentation Measurement System (MIMS)microhardness testing software from DEFINITIVE IMAGING including Microsoft Windows software and print drivers--Reporting capabilities of indentation measurements, hardness data, and plot of hardness versus distance, and hardness statistics--System allows either touch screen or mouse selection of test parameters and data presentation; Computer - 90 MHz Intel Pentium chip class, 16 MB RAM, 540MB internal hard drive, 3.5 inch disk drive, high resolution 17 inch touch screen color monitor, Image Processing circuit board, Microsoft Windows operating system, joystick control unit, and mouse; Power of 115 vac, 60 Hz, single phase-- This notice serves as the only solicitation; quotes are being requested and a written solicitation will not be issued -- This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- The provisions and clauses in the RFQ are those in effect through FAC 90-34 -- This procurement is a total small business set-aside -- Delivery to MSFC (FOB Destination) is required within 30 days ARO -- The quoter shall provide a description (including manufacturer, brand, and model no.) in sufficient detail to show that the product quoted meets the specifications included in this notice -- If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled ''Buy American Act -- Supplies,'' the quoter shall so state and shall list the country of origin -- The quoter shall state in their quote their size status for this procurement as well as whether they are minority or woman-owned -- The SIC code and the size standard for this procurement are 3829 and 500 employees respectively -- The quoter shall identify place of performance in their quote -- The DPAS rating for this procurement is DO-A7 -- Questions regarding this acquisition must be submitted in writing no later than April 17, 1996 -- Companies shall notify this office of their intent to submit a quote -- Transmission by facsimile to 205-544-9080 or by Internet e-mail to janice.stewart@msfc.nasa.gov is acceptable -- Quotations (including Representations and Certifications which may be obtained via the internet at ''http://procure.msfc.nasa.gov/proc_ref.html'' or at ''ftp://procure.msfc.nasa.gov/reps_certs/sats/'') are due on April 26, 1996 to the address specified above to the attention of Janice M. Stewart/GP22L -- Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement -- The period of time expected for the Contracting Officer to solicit/evaluate vendor quotes and issue the purchase order will be approximately 30 days from publication of this notice in the CBD -- An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition -- The purpose of the ombudsman is not to diminish the authority of the contracting officer or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them -- When requested, the ombudsman will maintain strict confidentiality as to the source of the concern -- The ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of formal contract disputes -- Interested parties are invited to call the installation ombudsman, Susan M.
