66 -- TEST MACHINE INSTRUMENTATION SOL 8-P-6-21-B2294 POC Contact GP22C/Teresa A. Foley/Contracting Officer, 205-544-0335 NASA/MSFC plans to issue a Request for Quotation (RFQ) for Test Machine Instrumentation -- NASA/MSFC intends to purchase from MTS Systems Corporation the following: Item 1 - Extensometer, MTS Systems Model No. 632.11E-21 -- Quantity 1 ea-- Item 2 - Extensometer, MTS Systems Model No. 632.12E-21 -- Quantity 1 ea -- Item 3 - Bi Axial Extensometer, MTS Systems Model No. 632.80, 2.0 inch gage length--Quantity 1 ea -- Item 4 - Two ranges of calibration for Item 3--Quantity 1 ea--The following specifications are provided: Item 1 - The extensometer gage length shall be 1.000 inch +/- 0.002 inch and the travel shall be +/- 0.150 inch--The operational temperature range of the extensometer shall be -450F to +150 F--The extensometer linearity shall not exceed 0.15% with a hysteresis not to exceed 0.10%--The activation force shall not exceed 45 grams and the over all extensometer weight shall not exceed 26 grams--The extensometer shall interface directly to a MTS test star digital control system and shall have the appropriate electrical connectors--The extensometer shall be supplied with a spare set of standard knife edges, a spring attachment kit, a certificate of linearity and gage factor and an instruction manual with connectivity documentation-- Item 2 - The extensometer gage length shall be 1.000 inch + 0.002 inch and the travel shall be + 0.500 inches - 0.100 inch--The operational temperature range of the extensometer shall be -450 degrees F to +150 degrees F--The extensometer linearity shall not exceed 0.30% with a hysteresis not to exceed 0.10%--The activation force shall not exceed 45 grams and the over all extensometer weight shall not exceed 30 grams--The extensometer shall interface directly to a MTS test star digital control system and shall have the appropriate electrical connectors--The extensometer shall be supplied with a spare set of standard knife edges, a spring attachment kit, a certificate of linearity and gage factor and an instruction manual with connectivity documentation--Items 3 and 4 - The extensometer axial gage length shall be 2.000 inch + 0.002 inch and the travel shall be + 0.040 inch - 0.020 inch-- The extensometer shall accommodate specimens up to 0.5 inches in diameter--The range of the torsional channel shall be a minimum of + 3--The operational temperature range of the extensometer shall be -100 degrees F to +300 degrees F--The extensometer linearity shall not exceed 0.30% with a hysteresis not to exceed 0.10%--The extensometer shall interface directly to a MTS testH*8ar digital control system and shall have the appropriate electrical connectors--The extensometer shall be supplied with a certificate of linearity and gage factor and an instruction manual with connectivity documentation--The extensometer shall have a mechanical means of setting to axial gage length and rotational zero and shall be attached to the test specimen by a maximum of four contact points--The extensometer shall output one axial strain signal and one torsional displacement signal--The extensometer shall be supplied with MTS TestStar calibration files for two ranges of operation and the Transducer calibration cartridges for the TestStar Digital control system--This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- Note: This procurement is sole-source based on system compatability requirements and predominant experience -- Interested firms have until April 29, 1996, to submit in writing their qualifications/capabilities in the critical areas mentioned above -- Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis -- Responses received after April 29, 1996, or without the required information will be considered nonresponsive to the synopsis and will not be considered -- A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government -- See Numbered Note 22 -- Oral communications are not acceptable in response to this notice -- Responses must be submitted in writing -- Transmission by facsimile to 205-544-9080 or by Internet e-mail to teresa.foley@msfc.nasa.gov is acceptable -- The solicitation and any related documents to this procurement will be available over the Internet -- These documents will be in ASCII format and reside on a World-Wide Web (WWW) server, which may be accessed using client browsers, such as, MOSAIC -- The WWW address, or URL, of the MSFC Procurement home page is: ''http://procure.msfc.nasa.gov''.
