Department of Energy intends to award a contract on a sole-source basis
to Gelco Information Network for an agency-wide license for Travel
Manager software. Travel Manager is a commercial-off-the-shelf
automated travel document processing software that the Department has
installed and operational at several sites nationwide. The agency-wide
license will ensure uniformity within the various Departmental
locations and will include software maintenance, upgrades and perpetual
licenses for new sites. This software must run on a variety of
platforms, including Unix, Windows, Novell, and Banyon; and include a
payment module with electronic funds transfer, electronic signature,
automated document routing and auditing, automated travel document
preparation, accounting system interface, custom forms, and travel
control forms. The determination to use other than full and open
competition was made in accordance with 41 U.S.C (253)(c)(1).
